- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. OHIO ARMY NATIONAL GUARD Headquarters,216th Engineer Battalion 10050 WOODLAWN BLVD Cincinnati, Ohio 45215 11 April 2014 Division 1 - General The Ohio Army National Guard Directorate of Installation Management and Resources is seeking material supply bids on the following flexible pavement products for use on road upgrade projects within the Camp Ravenna Joint Military Training Center, CRJMTC, formerly known as the Ravenna Army Ammunition Plant. Placement and finishing work will be completed by Army National Guard units during Annual Training. SW - 1 - Scope Supply all listed materials to perform all work in strict accordance with the statement of Work and Specifications, as designated by the CRJMTC Engineer or representative. All quotes must include material costs, labor and all fees associated with loading of vehicles at the point of pick up. Delivered material must be priced in units as indicated with transportation costs listed separately. Transportation costs must include all fuel surcharges and allowance or exception for demurrage costs. The government reserves the right to exercise and purchase any or all of the additional, listed options as required. SW - 2 - Site of Work All material listed is temperature sensitive and therefore, travel time is a consideration. The asphalt supply plant or pickup point for all asphalt material listed within must be within thirty (30) miles of the CRJMTC Main Gate located at 8451 State Route 5, Ravenna, OH. SW - 3 - Work to be Accomplished The work to be accomplished is supply of the designated quantities of asphalt material per the attached BOM list commencing on 12 July, 2014 and through 26 July, 2014 as required. The government will purchase the base quantities of each material type and reserves the right to purchase any or all remaining options as required. SW 3.1 Delivered materials:. Supply and delivery of ODOT # 448, Type 1 Finish asphalt and ODOT #301 Base asphalt in specified quantities and delivered to specified work sites. All plant produced, hot-mixed products must arrive at a temperature acceptable for placement. Delivery trucks must be compatible with equipment in use by the Guard and able to charge the paver as required. 1. Asphalt Finish layer, ODOT #448, Type 1 or equivalent: Not to exceed 1544 Tons 2. Asphalt Base layer, ODOT # 301 Not to exceed 200 Tons SW 3.2 Material to be picked up at plant Supply of ODOT #448 Type 1 Asphalt patch, ODOT #407 tack coat and asphalt based prime coat, (ODOT #408 or equivalent) in specified quantities. Material will be loaded into military and/or commercial vehicles in use by Ohio Army National Guard personnel Tack Coat Material, ODOT #407: Not to exceed 970 gallons Asphalt Patch Material, ODOT #448, Type 1: Not to exceed 20 tons FRANMAR ASPHALT RELEASE AGENT: Not to exceed 30 gallons FRANMAR ASPHALT CLEANER: Not to exceed 30 gallons SW - 4 - Site Visitation and Point of Contact Visits if necessary shall be arranged through SGM Doug Garloch, Facility Engineering Department, or representative, 614-336-6795. SW - 5 - Point of Contact Questions concerning the specification should be directed to SFC Brian Beaver at 614-336-4039, Monday through Friday, between 7:30 a.m. and 4:30 p.m. SW - 6 - Performances 1.Submittal of a bid by a Contractor shall be accepted as prime facie evidence that the Contractor has examined the Specifications and the Job Site, as necessary and has satisfied himself as to the nature and location of the work and all matters which can in any way affect the work or cost thereof, under the contract. Any failure of the Contractor to acquaint himself with all available information, including physical survey of the proposed work, will not relieve him from successfully performing all work to be done for a complete and successful job. 2.The above brief outline of principle features of work in no way limits the responsibility of the contractor to perform all work and furnish all labor and materials, required by the Specifications referred herein. Any omission from the Specification or misdescriptions thereof shall not relieve the Contractor from performing all work required, and furnishing the materials required to completely fulfill the intent of the Contract.
