Description
This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy at 3.2.1.2.1. 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement to provide Independent Operational Assessments (IOA) for programs as designated by the Chief Operating Officer, through the Vice President of Air Traffic Organization (ATO) Safety and Technical Training. The Independent Safety Assessment (ISA) Team provides this function and requires an Engineering Support Services contractor to support in these initiatives. The Engineering and Support Services contractor will be supporting the ISA team at the William J. Hughes Technical Center in Atlantic City and Washington, DC. Any proprietary or confidential information provided during communications should be appropriately marked and identified. Information not identified as proprietary could potentially be incorporated in the requirements. 2. Incumbent Contractor (if applicable) Incumbent contractor information: Sentel Corporation; Alexandria, VA 3. Nature of Competition At this time the nature of the competition has not been determined for the Independent Safety Assessment Team Engineering Support Services. The FAA may decide to do a full and open competition or a single source procurement with the incumbent contractor. 4. Interested companies are reminded that (a)This is not a Screening Information Request or Request for Proposals of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d)Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) code for this requirement is 541511; Custom Computer Programming Services. The size standard for this NAICS code is $25.5M. 6. Submittal Requirements for Market Survey (a)Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA ™s requirements as described in the attached Draft SOW. The Capability Statement shall not exceed five (5) pages in length. Please include: i.Comments on the requirements (where appropriate); ii.Technical Approach; iii.Corporate experience with this type of work; iv.Transition Plan; Describe experience in transitioning technical services from an established incumbent contractor. Describe ability to ensure the continuation of work, an orderly transition of responsibility, and workforce stability. v.Any additional information to assist the FAA in planning the acquisition strategy. (b)Organization Conflicts of Interest (OCI); reference SOW section 13.1. OCI response shall not exceed two (2) pages in length. Please include: i.A statement in response which describes all past, present or planned organizational, financial, contractual or other interest(s) in relation to the programs identified in Clause 13.1.2 of the SOW. The statement shall describe in detail why it believes, in light of any interest(s) identified in above, that performance of the proposed contract could be accomplished in an impartial and objective manner. 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at karen.mercer@faa.gov by no later than 4 PM (EDST) on May 23, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the vendor's responsibility to monitor this site for the release of the solicitation. 8.
