Description

Sources Sought for professional IT services for Geographic Information System (GIS) maintenance and support, Geocortex Implementation, training and reporting, and an optional task to upgrade the GIS mobile application. This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up request for information, if applicable. This is for market research purposes only. The intent of this synopsis is to identify potential Section 8(a) small business concerns (8a), Historically Underutilized Business Zone (HUBZone) small business concerns, Women-owned small business (WOSB) concerns, Service Disabled Veteran Owned Small Business (SDVOSB) concerns, and Small Business (SB) concerns that are capable of performing the services in accordance with the attached draft Performance Work Statement (PWS). Respondents shall provide a full description of their qualifications and capability to meet the anticipated requirement. Feedback on this requirement is encouraged. The North American Industry Classification System (NAICS) Code is 541511, Custom Computer Programming Services. The size standard is $25.5 million. FSC is D318, IT and Telecom- Integrated Hardware/Software/Services Solutions. The term of the contract is anticipated to be a base year plus two (2) annual option years and optional six (6) months extension. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests, if required. Respondents will not be notified of the results of this evaluation. However, NAVSUP FLC RDC may utilize the information for acquisition planning purposes. The Government will evaluate responses based upon the criteria specified above. Offerors having the capability to perform this work are invited to submit its qualifications by 5:00 p.m. EST on Wednesday, May 14, 2014. Documents shall be E-mailed to edwayne.sangalang@navy.mil. Please mark your submittal as R3301114RCD0062. Complete information must be submitted. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The Government will not provide a debriefing on the results of this survey. Respondents will not be notified of the results of this evaluation. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent. All information will be held in a confidential manner and will only be used for the purposes intended.
