- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0115 is issued as a Request for Quotation (RFQ) to repair and calibrate multifunction calibrator meters and a signal generator. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2001-07. The requirement is not a set-aside. The associated NAICS code is 334515. The small business size standard is 500 employees. Contract line item numbers (CLIN) as follows: CLIN 0001 Repair and calibrate one (1) each, Multifunction Calibrator Meter, Fluke Model 5720A, serial number CT5175005. The Inguard CPU A/D has timeout error (Code 4008). Ref: RMA#30505856. Repair and calibrate in accordance with Performance Work Statement (PWS). Period of performance (completion) will be not to exceed 30 days after award of contract. Ship to: US Army TMDE Support Center Building 2482 Harford Blvd Aberdeen Proving Ground, MD 21005 CLIN 0002 Repair and calibrate one (1) each, Multifunction Calibrator Meter, Fluke Model 5720A, serial number CT5155006. The unit has a problem with motherboard and calibration. Ref: RMA#30483781. Repair and calibrate in accordance with Performance Work Statement (PWS). Period of performance (completion) will be not to exceed 30 days after award of contract. Ship to: US Army TMDE Support Center Building 5437 Redstone Arsenal, AL 35898 CLIN 0003 Repair and calibrate one (1) each, Multifunction Calibrator Meter, Fluke Model 5520A, serial number 9445004. AC current 10 and 20A ranges all frequencies with output on trip unit to power off. Ref: RMA#30481169. Repair and calibrate in accordance with Performance Work Statement (PWS). Period of performance (completion) will be not to exceed 30 days after award of contract. Ship to: US Army TMDE Support Center Building 12, 11 Hap Arnold Blvd. Tobyhanna, PA 18466 CLIN 0004 Repair and calibrate one (1) each, Signal Generator, Fluke Model 9640A-LPN, serial number 947854889. The unit fails FM modulation tests. Ref: RMA#30478295 calibration. Repair and calibrate in accordance with Performance Work Statement (PWS). Period of performance (completion) will be not to exceed 30 days after award of contract. Ship to: US Army TMDE Support Center 7 Frankford Avenue, Building 118 Anniston, AL 36201 CLIN 0005 Contractor Manpower Reporting (CMR) will be performed in accordance with PWS. Description of the requirement is as follows: Solicitation Number W31P4Q-14-T-0115 is issued as a request for a Firm Fixed Price quote. The US Army Contracting Command, Redstone Arsenal, Alabama intends to issue a sole source contract to Fluke Electronics Corporation, 6920 Seaway Blvd, Everett, WA 98203. The statutory authority permitting other than full and open competition for this requirement is 10 USC 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. Inspection and Acceptance shall be at W80RA6. FOB is at Destination. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable, and the specific evaluation criteria to be included are technical capability of the item offered to meet the Government requirement, price, and past performance. Lowest price technical acceptance is the sole evaluation factor. Non-cost factors are of equal importance to price. Offerors with your offer, include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. For payment will be invoiced to Wide Area Work Flow (WAWF). Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and additional FAR clauses may be cited as needed. The provision at 52.246-4, Inspection of Services -- Fixed-Price, in solicitations and contracts for services, or supplies that involve the furnishing of services, when a fixed-price contract is contemplated and the contract amount is expected to exceed the simplified acquisition threshold. The contracting officer may insert the clause in such solicitations and contracts when the contract amount is expected to be at or below the simplified acquisition threshold and inclusion is in the Government's interest. Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports and instructions. Payment method shall be through Wide Area Work Flow DFARS 252.232-7006 - Wide Area WorkFlow Payment Instructions. Special instructions: None All quotes are due no later than 4:00p.m. (CST), 20 May 2014, to the Army Contracting Command, Redstone Arsenal, Building 5250, Room A300, Redstone Arsenal, AL 35898-5280. All responsible sources may submit an offer which shall be considered by the agency.
