- This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The simplified acquisition procedures using the test program for certain commercial items, as authorized by FAR Part 13.5, are applicable to this procurement. Summary of Requirement: Procure and install twelve (12) Electronic Classrooms with Instructor Stations and pre-wire cable installation for two (2) additional Electronic Classrooms, one (1) Contractor Support Office, and one (1) Instructor Office in accordance with the attached Statement of Work (SOW), Parts List, Specification Document and Test Procedures. The installation services will be performed at NAS Jacksonville, FL. Offeror must be able to comply with security and base access procedures as specified in the SOW. The offeror shall procure the brand name software and hardware items from Original Equipment Manufacturers or Authorized Resellers as denoted in Attachment P-8A MTEC Parts List, Vendor Specific tab. A justification and approval for the use of these brand name items is attached to this solicitation for reference. Note that this acquisition is a total Small Business Set-Aside in accordance with FAR 19.502-2. Offers will only be considered from those entities qualifying as a Small Business under the specified size standards. The NAICS Code for this solicitation is 541519 with a size standard of $25.5 million. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Bids MUST be good for 45 calendar days after the closing of this solicitation. Potential offerors shall reference the Request for Proposal (SF 1449) for applicable clauses and terms and conditions. In addition, bid submission instructions and evaluation criteria are specified in the Request for Proposal (SF 1449). Offerors shall follow these instructions to be considered for award. Offers are due no later than 1400 US Eastern Standard Time on 09 June 2014. Offers will only be accepted by e-mail to shannon.walyus@navy.mil.
