Description
CIO-CS Technology Refresh Products Workbook NITAAC CIO-CS Technical Compliance Workbook NITAAC CIO-CS Pricing Workbook Chief Information Officer – Commodities and Solutions (CIO-CS) RFP SF-33 The National Institutes of Health (NIH) invites responsible offerors to participate in the Chief Information Officer - Commodities and Solutions (CIO-CS) Government-wide Acquisition Contract (GWAC). This GWAC is intended to support the full range of IT needs across the federal government with a particular emphasis on agencies like NIH and its parent, HHS, that are involved in health care and clinical and biological research. This GWAC is the successor contract to NIH's current Electronic Commodities Store (ECS) III that is expiring in November 2014. CIO-CS will continue to support government IT efforts with a focus on health and biomedical-related IT in support of federal agencies' health missions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement provides the only solicitation, solicitation NIHJT2014002, which is being issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) codes for this acquisition are 334111 and 541519 and the small business size standards are 1000 employees (for 334111) and 150 employees (for 541519). For NAICS 334111, the small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. Interested offerors are required to submit their questions and proposals electronically via the Source.Select TM tool, a secure web-based portal in the format specified in the solicitation. The Uniform Resource Locator (URL) for this site is https://ciocs.source-select.com/default. Offerors must be registered users in the Source.Select TM tool in order to submit questions or proposals. In order to register in the Source.Select TM tool, offerors will be required to provide their 9-digit Data Universal Numbering System (DUNS) number. Offerors will not be able to register in Source.Select TM tool without a DUNS number. Directions for navigating the Source.Select TM tool are described in the solicitation in Section L.2 Instructions for Proposal Submission. Offerors are strongly advised to allow sufficient time to become familiar with the tool, with the procedures for registering and submitting their proposal and to allow enough time to submit their proposal via the Source.Select TM tool by the due date/time. Offerors are also advised to register within the Source.Select TM tool prior to the solicitation Q&A due date. Award of any contract resulting from this solicitation is contingent upon the NIH obtaining Executive Agent designation from the Office of Management and Budget (OMB) for this GWAC pursuant to Section 5112(e) of the Clinger-Cohen Act, 40 U.S.C. Sec. 11302(e). The NIH has submitted to OMB a Business Case Analysis for this GWAC, posted the Business Case Analysis on the OMB MAX Federal Community website, and is working with OMB to obtain the required executive agent designation for this GWAC. The CIO-CS Contracting Officer is the sole point of contact for this procurement. Offerors shall address questions or concerns to the contracting officer through the Source.Select TM tool. No requests for meetings regarding this announcement will be entertained. It is the responsibility of the offerors to check the website periodically for any amendments/notices to this presolicitation notice.
