Treasury ARC Industry Day Presentation Transportation ESC Industry Day Presentation Interior IBC Industry Day Presentation Argriculture NFC Industry Day Presentation FIT Industry Day Presentation This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for a Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. OMB Memorandum M-13-08 directed all executive agencies to use, with limited exceptions, a shared service solution for future modernizations of core accounting or mixed systems. In implementing this policy, the Office of Management and Budget (OMB) is following a guiding principle of "Federal First" whereby executive agencies must consider one of the Federal Shared Services Providers (FSSP) designated by the Department of the Treasury (Treasury) as eligible to provide financial management shared services to other executive agencies. On May 2, 2014, OMB and the U.S. Department of the Treasury designated four agencies as FSSPs. They are Department of Agriculture's National Finance Center; the Department of the Interior's, Interior Business Center, the Department of Transportation's Enterprise Services Center, and Treasury's Administrative Resource Center. Information regarding the FSSPs and their needs are located in the attachments to this RFI. The Division of Procurement Services, on behalf of the Financial Innovation and Transformation (FIT), is conducting market research in the form of this RFI and an Industry Day event scheduled on May 21, 2014. The purposes of this market research are as follows: 1. Update industry on FIT's recent activities, including the designation and development of Federal Shared Service Providers (FSSPs), in support of the implementation of OMB Memo M-13-08. 2. Gather market research on private sector solutions and capabilities that could be of assistance to FIT (in its oversight role), the FSSPs (in their service provider role) and customers or prospective customers) in: a. Optimizing procurement spending (e.g., strategic sourcing) on products and services (e.g., software, hardware, hosting, transaction processing) b. Improving the efficiency and effectiveness in managing and operating shared services (e.g., service-level management, release management, configuration management, problem management) c. Assisting customers and/or FSSPs during the migration of a customer to an FSSP d. Minimizing the risks and reducing the timelines associated with complex processes, system, and data migrations (e.g., an FSSP migrating multiple CFO-Act Agencies concurrently, FIT overseeing the health (e.g., performance, risks management, adoption of FSSP services) of multiple migrations) e. Innovating and reducing the cost structure of existing shared service delivery models (e.g., adopting "as a service" solutions, integrating processes globally across the FSSPs) f. Improving the adoption times with which new technologies are adopted and deployed g. Managing financial management data/information in a way that ensures compliance with Federal-wide requirements (e.g., data retention), enables timely retrieval and reporting (e.g., financial statements), reduces the costs of storage and archival, and maximizes business value (e.g., business intelligence and analytics) h. Ensuring the continuity of services and recovery from disasters i. Managing organizational and cultural change smoothly and successfully j. Identifying alternative financial incentives or contractual arrangements (e.g., share-in-savings, public-private partnership, enhanced use leases, innovative teaming arrangements) that have been previously used in procuring and delivering products and/or services in a shared service arrangement or incentivize performance that may have applicability to M-13-08 in order to reduce the risks associated with these types of efforts 3. Gather market research on private sector capabilities for other areas identified by private sector that will support the implementation to OMB Memorandum M-13-08, broadly and/or specific to each FSSP. The anticipated North American Industrial Classification System (NACIS) codes for potential acquisitions are: NAICS Business Size Std 511210 $35.5M 541511 $25.5M 541512 $25.5M 611420 $10.0M Additional NAICS may be added at a later date. The Government will hold an Industry Day event on May 21, 2014, starting at 8:15 a.m. ET, with sign-in starting at 7:45 a.m. ET at GSA Central Auditorium located at 1800 F Street, NW, Washington, DC 20006. There will be a general session followed by question/answer session. The general session will include background information on the implementation of OMB M-13-08, FIT's role in the implementation, current plan and associated challenges. Following the general session, each FSSP will provide background on their organization, current platform and customers, challenges, current contracting vehicles and potential needs/desires to improve financial management services offerings. Paper copies of the presentation materials will not be provided at the Industry Day Event. Attendees are encouraged to bring their own copies of the presentation materials to the Industry Day Event. Vendors will be restricted to one participant. The name of the person attending and the last four digits of his/her social security number shall be sent to FIT@fiscal.treasury.gov no later than May 13, 2014. The subject line of the email shall state "RFI-FIT-14-0055 Industry Day Reservation". The representative shall bring a photo id to the Industry Day. Upon entry of the GSA facility, attendees will be required to pass through a security area, at which time each attendee will be provided a name tag. Security personnel will then direct you to the GSA Auditorium. A sign in sheet for all attendees will be located in front of the GSA Auditorium doorway. Sign in is mandatory prior to entry. If the vendor has any specific questions regarding the RFI or the attachments that you would like for the Government to answer during the Industry Day briefing, submit the questions to FIT@fiscal.treasury.gov no later than May 9, 2014. Reference "RFI-FIT-14-0055 Questions" in the subject line. This will allow the government to provide answers at the industry day. Any questions that are received late or asked during the industry day questions/answer period that we cannot answer at the industry day will be answered in writing and posted to the FedBizOpps (FBO) posting for all interested parties to view. Attendance sheets, any additional Industry Day briefing slides, and questions and answers provided at the industry day will also be posted to FBO. All questions and answers will be documented by the Government, and a summary of all questions (unattributed to the requesting contractor) and answers will be posted on FBO. We encourage vendors to sign up for notifications of updates to the FBO posting and to periodically check the Federal Business Opportunities website (www.fbo.gov or www.fedbizopps.gov) for updated information regarding this initiative. In response to this initial posting we are asking that respondents provide the following information: A. The name and location of your company, contact information, and information pertaining to any socio-economic status your company may hold such as: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business, or (8) large business. B. Whether your company has a current vehicle (e.g., GSA schedule, GWAC) that may be used to obtain the services you describe in responses to items listed below. C. Provide information related to the private sector solutions and capabilities related to the items shown in #2 above. While all relevant examples are acceptable, projects supporting either providers or customers of shared services are of the greatest interest to the government. Provide examples of projects where your company has developed and implemented solutions that will support FIT, the FSSPs and their customers or prospective customers in solving the items shown in #2 above. In addition to the examples, please provide your customer technical point of contact and current contact information who could answer questions regarding the project. Responses are due by 2:00 pm ET on June 23, 2014. Please reference "RFI-FIT-14-0055" along with a brief description of your response in the subject line of your email. As a result of information submitted in response to this Request for Information or Industry day, the Government may elect to request: I. Additional clarification of responses received II. Presentations of proposed capabilities III. Demonstrations of available systems Reminder: The Government will not reimburse any company or association for any information that is submitted in response to this posting or travel costs incurred as a result of participating in the industry day event.
