- The U.S. Army Corps of Engineers, Walla Walla District, CENWW, 201 North 3rd Avenue, Walla Walla, WA 99362, intends to issue a Sole Source solicitation and contract award to provide Curation Services for The Corps of Engineers, Walla Walla District (Corps) in compliance with Section 106 of the National Historic Preservation Act, 16 U.S.C. 40f. The statutory authority for permitting other than full and open competition for this requirement, 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The Corps is responsible for all cultural resources that fall within its jurisdictional boundaries, including the preservation of collections of archeological artifacts, specimens, and associated records. The preservation of these collections must be professionally managed and housed in accordance with the regulation 36 CFR Part 79 for the curation of federally-owned and administered archeological collections. This regulation specifies the Federal collections will be deposited in the State of Origin, stored and maintained with other collections from the same site or project location, be housed with collections from a similar geographic region or cultural area, and not be divided and stored at more than a single repository. The NWW archaeological collection recovered in the State of Washington are currently deposited in the Washington State University (WSU) curation facilities. The facilities and professional staff meet the requirements set forth in 36 CRF Part 79 and ER 1130-2-433 and WSU has been the repository site for the NWW collection since February 1997. Currently there are no known curation facilities that provide this service in the State of Washington near the original site the artifacts were recovered (36CRF 79) with a professional certified staff (36 CRF 79). No other sources have or can provide the curation services for the NWW archaeological collections under the conditions required by Federal Regulation. The proposed contract will support Corps responsibilities regarding professional curation for the Walla Walla Districts' archeological collection currently managed at the Washington State University Museum. The Washington State Museum will be offered a sole source contract for professional curation services, management and housing in accordance with the regulation 36 CFR Part 79 for the curation of federally-owned and administered archeological collections. The proposed contract features a base year and four (4) option years. CONTRACTOR SERVICES: Services under this contract will pertain to the archeological collections currently curated at Washington State University. The contractor will be expected to provide a wide range of curation management services, including but not limited to review access requests provide recommendation for access, conduct inspections, perform conservation treatments and provide a report of all work performed. The Contractor shall provide secure facilities and professional staff that meet the requirements set forth in 36 CRF Part 79 and ER 1130-2-433. PROFESSIONAL QUALIFICATIONS: The professional staff shall be qualified museum professionals with expertise is appropriate to the nature and content of the Collection and meet the Secretary of the Interior's Standards for Professional Qualifications (36CFR61.8 Appendix A). The repository facility shall having requisite equipment, space, and adequate safeguards for the physical security and controlled environment for the Collections and shall meet the requirements in 36 CRF Part 79 and ER 1130-2-433. The Contractor will be required to carry insurance on the Corps' cultural resources collections that cover the costs of stabilization and/or restoration in the event of damage occurring to the Corps' collections curated at the Repository. ADMINISTRATIVE INFORMATION: The North American Industry Classification System (NAICS) code is 712110 with a Size Standard of $7.0 million. This is a notice of our intent to issue a Sole Source solicitation and contract for this requirement-not a request for proposals.
