- Sample List of NSNs LI/SS/SOC Program Description Please note that this notice is posted on both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO). Although it is understood that FBO is the single point of entry for posting requirements, NECO is the alternative in case FBO is unavailable. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. NAVSUP Weapon Systems Support (NAVSUP WSS) plans to issue Blanket Purchase Agreements (BPAs) in accordance with FAR Part 13 procedures. The agency is seeking potential sources to enter into BPAs for non-commercial fasteners to support the Level I/SUBSAFE (LI/SS) and Scope of Certification (SOC) stock programs. Description of the LI/SS/SOC programs is attached to this notice (see Attachment #1). The fasteners discussed herein include those in the following Federal Supply Codes (FSCs): 5305 Screws, 5306 Bolts, 5307 Studs and 5310 Nuts and Washers. Attachment #2 provides a sample list of typical fasteners to be provided under the BPA. This notice is restricted to a 100% small business set-aside. The applicable NAICS is 332722, small business standard is 500. This is not a solicitation and the Government will not be issuing a formal solicitation because this notice will result in BPAs. NAVSUP WSS intends to establish BPAs with qualified sources whose proposals in response to this notice will be most advantageous to the Government. The selected offerors will be chosen based on how well they demonstrate their capabilities and experience. BPAs are not contracts but a streamlined method for acquiring supplies on an as needed basis from qualified sources thus reducing administrative costs. All interested parties are encouraged to respond to this announcement. Responses should include at a minimum: 1. Name and address of the firm 2. Business size 3. List of customers over the past five years 4. List of relevant work, preferably LI/SS/SOC manufacturing fasteners 5. Prices for the list of items on the sample list (see Attachment 2) Failure to provide the requested information may affect your ability to be awarded a BPA. NAVSUP WSS will not be accepting any proposals through NECO. All responses are due on 04 June 2014, 4:30 p.m. EST. Note: Due to the stringent higher quality requirements imposed, the resulting agreements are for LI/SS/SOC items which will be acquired from approved sources only. Orders will be awarded to those whose inspection system conforms to MIL-I-45208A or equivalent as certified by a joint DCMA/NAVSUP survey team.
