Description
Training Video and Interactive Modeling SOO THIS NOTICE IS A REQUEST FOR INFORMATION (RFI) AND IS NOT A REQUEST FOR PROPOSALS. The purpose is to achieve a Sources Sought Synopsis for market research. The United States Government (USG) will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the USG to form a binding contract. The USG is not at this time seeking proposals. Respondents are advised that the USG will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is considered non-binding. All submissions become the property of the USG, and will not be returned. Respondents are requested to provide a concise capability statement/white paper, addressing the objectives in the Statement of Objectives (SOO) addendum and the following questions: 1) Are you a Foreign owned business or substantial foreign control? 2) Provide feedback on the SOO. 3) Propose commercial or non-developmental items that meet the SOO. 4) Inform the USG if the stated requirement is on a pre-priced contract (GSA, NETCENTS or ESI). 5) Provide a high-level Rough Order of Magnitude (ROM) for the cost and schedule for the effort. Include an engineering estimate of resources required for developing or modifying your proposed solution to include requirements development, management, design, installation, implementation, and test. 6) Describe your ability to provide a facility that can be certified to DoD 5220.22-M, National Industrial Security Program, Operating Manual (28 February 2008), and Director of Central Intelligence Directive (DCID) 6/3, Protecting Sensitive Compartmented Information within Information Systems, and Intelligence Community Directive 705 (26 May 2010), Sensitive Compartmented Information Facilities. 7) Inform the USG of the business size standard particular to the NAICS (541613 - Marketing Consulting Services). 8) Company name, mailing address/website, location of facilities, CAGE Code (if applicable), SMO Code (if applicable), North America Industry Classification System (NAICS) number(s), business size and eligibility under the USG Socioeconomic programs and preference, and Points of Contact to include telephone number(s) and e-mail addresses.
