- Description
- The U.S. Army Contracting Command - Warren (ACC-WRN), has a requirement for the 4 TON 4x4 Cargo Truck for a quantity of 100 each. The requirement is a one-time buy with no option period. These vehicles support the country of Jordan. Equipment being offered is commercial type equipment. Specification for the cargo truck is listed below. CARGO TRUCK, 4x4 THE VEHICLE SHALL BE PROVIDED WITH ALL NEW PARTS, THE MANUFACTURER'S STANDARD EQUIPMENT AND THE FOLLOWING MINIMUM EQUIPMENT AND CAPABILITIES: 1.CONFIGURATION 1.1.The vehicle shall have a 4x4 chassis with a platform body suitable for hauling cargo, 2014 model year or later with no more than 100 miles (160.9 km) on the odometer when delivered. 1.2.Overall vehicle width shall not be more than 2.5 meters (98.4 in) 1.3.The vehicle shall have a ground clearance of at least 11 inches (28 cm) 1.4.Any truck chassis offered shall have a dealership presence in Jordan capable of performing warranty and maintenance work. 2.EQUIPMENT 2.1.The vehicle shall be provided with all of the manufacturer's standard equipment for the model proposed. 2.2.The vehicle shall be provided with two front and two rear frame mounted tow hooks or eyes. 2.3.The vehicles shall be provided with keyless ignition and standard door locks. 2.4.The vehicle shall be provided with lockable toolbox(es) or secured stowage compartment(s) of sufficient capacity to store all manufacturer's standard equipment and accessories, and those specified below. All locks for the toolbox(es) or compartment(s) shall be identically keyed. 2.4.1.The vehicle shall be provided with the standard tools required for simple operator level maintenance (wrench and socket set, screwdrivers, adjustable wrench, pliers, and hammer at a minimum). 2.4.2.The vehicle shall be provided with tire changing tools and a lifting jack. 2.4.3.First aid kit and three warning triangles shall be provided. 2.4.4.The vehicle shall be provided with a tire inflating hose with quick-connect fittings on both ends, powered by vehicle compressed air system of sufficient length to inflate all tires on vehicle, and with chuck and pressure gauge. 2.4.5.The vehicle shall be provided with NATO slave start jumper cables, one slave-to-slave style and one slave-to-alligator clamp style, minimum 12 feet (3.5 meters) each. 2.5.The vehicle shall be provided with at least one ABC type fire extinguisher located in the cab with mounting bracket, minimum 5 pound (2.3 kg) capacity. 2.6.The vehicle shall be provided with a brush guard or bull bar. 2.7.The rear wheels shall be provided with ant-sail mud flaps. 2.8.The vehicle shall be provided with a rear pintle compatible with trailer drawbar eye dimensions of 2.0 to 3.0 inches (50.8 to 76.2 mm) loop inner diameter (I.D.) and 1.25 to 1.62 inches (31.8 to 41.1 mm) loop cross-section diameter. 2.9.One 5-gallon or one 20-liter jerry can for diesel fuel shall be provided with mounting bracket. 2.9.1.The jerry can shall be marked in universal symbols or labeled in English and Arabic quote mark For Diesel fuel, quote mark and shall be permanently affixed to the can. 2.10.One 5-gallon or one 20-liter jerry can for water shall be provided with mounting bracket. 2.10.1.The jerry can shall be marked in universal symbols or labeled in English and Arabic quote mark For Water only quote mark, and shall be permanently affixed to the can. 2.11.Vehicle language requirements: 2.11.1.All instruction diagrams and warning labels shall be in English and Arabic, or in universal symbols, and shall be permanently affixed to the vehicle. 2.11.2.Fuel filler cap or area near filler cap shall be labeled with the type of fuel compatible with the vehicle in English and Arabic, or in universal symbols. 2.11.3.A manual(s) shall be provided for every vehicle and written in English and Arabic. 3.RATINGS 3.1.Vehicle ratings shall be the manufacturer's published rating at the time of offer. 3.2.All individual components, including engine, transmission, driveline, axles, suspension and tires shall be rated at or above the Gross Vehicle Weight (GVW). 4.ENGINE 4.1.The vehicle shall be provided with a turbo charged 4 stroke diesel engine with at least 200 horsepower, capable of performing as specified herein on ultra high sulfur content diesel fuel (10,000 ppm or 1.0%). 4.2.The vehicle shall not be provided with emission control devices, such as but not limited to the Exhaust Gas Recirculation (EGR) valve, Diesel Particulate Filter (DPF), Diesel Oxidation Catalyst (DOC), or Catalytic Reduction Catalyst (SCR). 4.2.1.If emission control devices cited in paragraph 4.2 were removed from the vehicle after the vehicle was manufactured for the purposes of this solicitation, then supporting documentation from the OEM shall be provided that describes in detail all such modifications made to the vehicle in order to meet specification paragraph 4.1. 4.2.1.1.The vehicle manufacturer shall also verify or approve all modifications and/or alterations made to the vehicle to allow it to operate on ultra high sulfur content diesel fuel (10,000 ppm or 1.0%). 4.3.Maintenance or service schedule for the vehicle while operating on ultra high sulfur content diesel fuel (10,000 ppm or 1.0%) shall be provided and also included in the vehicle's manual. 4.4.Engine shall have water cooling system and air filtration system designed for dusty, desert environments to +131 F or +55 C temperature. 5.TRANSMISSION 5.1.Vehicle shall be provided with a manual transmission with at least five forward and one reverse speeds. 5.2.A transfer case shall be provided. 6.STEERING 6.1.Vehicle shall be provided with left-hand drive and power steering. 7.BRAKES 7.1.Vehicle shall be provided with gladhands to accommodate trailer brake connections and shall be in accordance with SAE J318. 8.WHEEL ASSEMBLY (TIRE AND WHEEL) 8.1.Vehicle shall be provided with on-off road rated tires with all-terrain tread. 8.2.Vehicle shall be provided with a full-size spare wheel assembly with holder. 8.3.All tires shall be of the same size, load rating and tread design and all wheels shall be interchangeable, including the spare wheel assembly. 9.ELECTRICAL SYSTEM 9.1.Vehicle shall be provided with the manufacturer's highest rated available alternator and heaviest duty maintenance free batteries. 9.2.A 12-volt and 24 volt circuit shall be provided in the cab for communications radio. 9.3.A 12 volt SAE J560 7 pin connector shall be provided for trailer electrical connection. 9.4.A NATO slave starting receptacle shall be provided. 9.5.Black out lights shall be provided. 10.COLOR 10.1.The exterior color shall be Desert Tan, or the closest commercial equivalent. 11.CAB 11.1.A standard two door cab shall be provided. 11.2.Driver's side seat shall be air suspension type. 11.3.The manufacturer's heaviest duty air conditioning and heaviest duty heating and defrosting systems shall be provided. 11.3.1.The air conditioning system shall be designed for operation in dusty, desert environments to +131 F or +55 C temperature. 12.PLATFORM BODY 12.1.The vehicle shall be provided with a platform body with minimum dimensions of 13.9 ft (4.25 meters length by 7.2 ft (2.2 meters) width. 12.1.1.The platform body should have a wood separator between the truck chassis and platform body. 12.2.The platform body shall have metal side and rear walls that are at least 31.4 inches (800 mm) in height. 12.2.1.All side and rear walls shall be hinged such that they can be folded down. 12.2.2.Platform body side and rear walls shall be at least 1/8 inch thick(3.1 mm) 12.3.At least 6 swivel style tie-down rings shall be provided on the platform body floor. 12.4.The vehicle flatbed shall be provided with an easily removable support structure and canvas cover. 12.4.1.The inside height shall be at least 70 inches (1778 mm). 12.5.Rear steps shall be provided to gain access to platform body. 12.6.The platform body shall be capable of carrying at least 9,000 pounds (4082 kg) of payload. 12.7.The floor of the platform body shall be tread plate steel type, at least 1/8 inch thick(3.1 mm) 12.8.Full width, weld on style rectangular bulkhead with punched window shall be provided. 12.9.The platform body lighting shall meet FMVSS 108. 13.PERFORMANCE 13.1.The vehicle shall be capable of being stored, started, and operated in temperatures ranging from 5 to 131 F (-15 to 55 C ) 13.2.The vehicle shall be capable of climbing and descending a 45% longitudinal grade. 13.3.Vehicle at GVW shall have a range of at least 400 km (248.5 miles) 14.RADIO FREQUENCY IDENTIFICATION (RFID) TAGS 14.1.Each vehicle or item and associated lot of spares shall be tagged with a removable active RFID data rich tracking tag, specifically designated as either: 14.1.1. Identec I-Q310 DRT 14.1.2. Savi ST-654-031 14.1.3. Evigia EV3-DRT 14.2.The active RFID tag shall have at least 128 Kbytes of memory. 14.3.The active RFID tag shall be compliant with ISO 18000/7 standards. 14.4.The tag shall be located on the exterior front of the vehicle and for the spares the tag shall be located on the pallet or container. 14.5.The tag shall be securely affixed to the vehicle or item and associated lot of spares with two or more plastic cable ties. 14.6.The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 quote mark Commodity Item Database Format quote mark with the following clarifications: 14.6.1. The quote mark document field quote mark titled quote mark DOCUMENT quote mark shall be the document number (e.g. quote mark milstrip quote mark ) as specified by the Government procuring agency. 14.6.2. The quote mark MISC1 quote mark field shall be the item serial number, if available. 14.6.3. The quote mark MISC2 quote mark field shall be used for user comments (e.g. contract number). 14.6.4.
