- The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) intends to negotiate a sole source contract with Cold Climate Housing Research Center (CCHRC) for consulting, engineering, and training services. A sole source Justification and Approval (J&A) is being coordinated and upon approval a copy of it will be posted on Federal Business Opportunities to comply with the public display requirements of FAR 6.305. The proposed contract action is for the expert services provided for cold climate housing based upon research and development for the severe winter conditions that are common in the State of Alaska. The scope of work includes expert advice for the most efficient housing insulation, heating and ventilation for both new construction and repairs of existing homes in the City of Galena. In addition, consulting services include converting a poorly insulated home into a more cost efficient, energy efficient habitable home. It is essential to utilize the CCHRC capabilities as they are the only known housing research center in Alaska and the premier cold climate housing research center in the world who can provide FEMA with the needed Individual Assistance requirement. CCHRC's unique research is used by the building industry, policy makers, architectural and engineering firms, homeowners and other stakeholders to create energy efficient, safe, healthy, and durable homes in a climate with predictable severe weather conditions. Based on market research, CCHRC is the only source capable of providing all necessary services and is the only feasible source that can support the DR-4122-AK mission without unacceptable delays. The resultant firm fixed-price contract will be for a period of contract award to 1 Sept 2014. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide this service must indicate their interest in writing within seven business days of this advertisement. All responsible sources will be considered in evaluating the determination to issue as sole source contract. This Special Notice in addition to a previously posted Sources Sought Notice are an attempt of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No request for proposal/quote will be issued based upon this Notice. Information is due not later than 9 May 2014 at 10:00 (AKST).
