- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Need for Scrub Jackets and Pants The U.S. Army Research Institute of Infectious Diseases (USAMRIID) located at Fort Detrick, MD requires matching scrub jackets and pants for medical research personnel. The scrubs should be well fitted and quality made to withstand autoclave sterilization for decontamination at temperatures ranging from 250-270 degrees Fahrenheit. The scrub jackets, Type A and B, and scrub pants must be made to the below specifications. The intention of this solicitation is to award a single Indefinite-Delivery Indefinite-Quantity (IDIQ) to one vendor. The IDIQ will have a Base Year with four additional Option Years. Please include pricing for the Base Year and all Option Years. This solicitation requires vendors to submit fabric color swatches in addition to their price submissions. The fabric color swatch submission must include all eight requested colors found in Attachment 1. The fabric submission must arrive by the end of the solicitation response date and time and have the solicitation number clearly marked. It shall be sent to the following address: Attention: Ms. Wanda King USAMRIID 1425 Porter Street Fort Detrick, MD 21702 SOLICITATION INSTRUCTIONS Issue Date: 06 May 2014Close Date: 16 May 2014, 1400 EST Objective The U.S. Army Research Institute of Infectious Diseases (USAMRIID) located at Fort Detrick, MD requires matching scrub jackets and pants for medical research personnel. The scrubs should be well fitted and quality made to withstand autoclave sterilization for decontamination at temperatures ranging from 250-270 degrees Fahrenheit. This solicitation is posted as a brand name or equal requirement. The brand name in this solicitation is Landau Uniforms. All brand name or equal proposals shall satisfy and comply with all the Minimal Essential Characteristics (MEC's) which are provided in the Statement of Need (SON). Proposals shall be prepared in accordance with FAR 52.212-1. All proposals shall be evaluated in accordance with FAR 52.212-2. Due to the difficulties in receipt of mail through normal postal services, price proposals shall be sent via e-mail to the Point of Contact (POC) for this solicitation, Wanda King, at wanda.d.king.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. This solicitation requires offerors to submit fabric color swatches in addition to their price submissions. The fabric color swatch submission must include all eight requested colors found in Attachment 1. The fabric submission must arrive by the end of the solicitation response date and time and have the solicitation number clearly marked. It shall be sent to the following address: Attention: Ms. Wanda King USAMRIID 1425 Porter Street Fort Detrick, MD 21702 Questions shall be submitted to the POC; Wanda King at wanda.d.king.civ@mail.mil, no later than 09 May 2014, 1400 EST. Follow-up additional questions will not be accepted after this date. Questions and answers will be provided via an amendment to the solicitation. Proposals and fabric submissions are due 16 May 2014, 1400 EST. Proposals shall provide a price for ALL items listed. Your submission should include two separate parts: a Price proposal and a Non-Price proposal consisting of technical information. The technical information submitted must describe the offeror's capabilities to provide supplies and services provided in the Statement of Need. The supplies and services recommended by the contractor will be evaluated on how they satisfy all of the Minimal Essential Characteristics provided in the Statement of Need in the Solicitation. All proposals submitted with equivalent supplies must provide a matrix that directly points back to all MEC's. The Non-Price proposal shall be submitted in MS Word or searchable PDF format. The Price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2003 format. The firewall utilized by the Government contracting office does not authorize or accept zip files. Proposals shall include all delivery charges (Delivery FOB). Contractors shall be aware of the difference between Not Separately Priced (NSP) versus Zero. NSP means the Government is being charged for this service or supply; however it is included in the overall price and not separately priced. Zero means the Government is not being charged for this service or supply; however the Government is still receiving this service or supply for zero dollars.
