Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Lymphoid Malignancies Branch,, plans to procure REPLI-g Service (100 ug), Whole Genome Amplification Service, from Qiagen Inc., 27220 Turnberry Lane, Suite 200, Valencia, CA. 91355-1005. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 621511, and the business size standard is $30.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Note: The exact period of performance has not been determined at this time. The primary interest of the lymphoid malignancies branch, CCR, NCI, concerns the regulation of the immune response and the definition of disorders of immunoregulation that underlie immunodeficiency and neoplastic diseases. The fundamental laboratory-based studies concern: - molecular biology of human lymphoid malignancies (Lou Staudt); characterization of gene expression patterns in human lymphomas and leukemias using the cDNA microarray to provide a new molecular classification of leukemia and lymphoma; - identification and purification of novel interleukin molecules including IL-15, codiscovered by Dr. Waldmann's group, as well as the molecular analysis of the multichain IL-2/IL-15 receptors expressed on normal and malignant lymphocytes (Thomas Waldmann). The lymphoid malignancies branch is trying to identify possible mutations of CD138+ and CD138- cells genomic DNA from different stages of patients with Multiple Myeloma, Smoldering Myeloma, Monoclonal gammopathy of undetermined significance so that NCI can ascertain the important genes essential for carcinogenesis of Multiple Myeloma, a cancer of plasma cells as the second most common hematological malignancy in the U.S. The contractor shall provide all labor, material and equipment necessary to provide REPLI-g Service (100 µg), Whole Genome Amplification Service from microtitre plates (100 µg scale, Cat#805943, Qiagen Inc), for 304 samples which are CD138+ and CD138- cells genomic DNA from different stages of patients with Multiple Myeloma, Smoldering Myeloma, Monoclonal gammopathy of undetermined significance. Contractor will provide the genomic DNA amplification of submitted DNA samples during the contract period. Technically qualified factory-trained personnel shall perform all service. Emergency repair service will provide unlimited technical support through online website, email or telephonic customer service support (1-800-426-8157) for the service during normal working hours, except Federal holidays. The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumables. Parts shall be new or re-manufactured to original equipment specifications. The contractor shall provide Software Service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. REPLI-g Service from Qiagen can provide highly uniform whole genome amplification and quality assessment from small or precious samples. Their reproducible amplification can get 100 µg scale genomic DNA from a variety of starting materials. The REPLI-g service, based on proven REPLI-g whole genome amplification technology, allows the amplification of large amounts of DNA from limited samples with minimal sequence bias. Qiagen stringent quality control assay provides information on the quality of the amplified DNA, enabling reliable predictions for the success of downstream assays such as whole genome sequencing. A sole source to Qiagen, Inc. is intended for this order; based on the reasons listed above. Also, due to the preciousness of genomic DNA from patient bone marrow cells NCI separated and the variation of genomic DNA quantity from CD138+ and CD138- cells; therefore, NCI applied for ordering this service from Qiagen. Note: All amplification service will be performed at Qiagen Inc. In addition, amplified samples and leftover of the genomic DNA will be returned to Dr. William Figg's lab for storage. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, May 20, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
