Description
Logistics Fellowship. THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication. A written solicitation will not be issued. Solicitation number M0026414T0048 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. This solicitation is unrestricted. The North American Industrial Classification System (NAICS) code for this requirement is 611310 and the small business size standard is 7.0. Line Item #0001: Logistics Fellowship 2014-2015 (Base Year) Logistics fellowship sponsored by Deputy Commandant, installations and logistics. The fellowship consist of an intermediate level school (ILS) and top level school (TLS) selectee who attend an academic institution. Line Item #0002: Logistics Fellowship 2015-2016 (Option 1 year) Logistics Fellowship 2014-2015 (Base Year) Logistics fellowship sponsored by Deputy Commandant, installations and logistics. The fellowship consist of an intermediate level school (ILS) and top level school (TLS) selectee who attend an academic institution. Performance Work Statement. 1.0 BACKGROUND The Logistics Fellowship is sponsored by Deputy Commandant, Installations and Logistics. The fellowship consists of an Intermediate Level School (ILS) and Top Level School (TLS) selectee, who attend an Academic Institution for a minimum of one academic year. Each selectee is afforded the opportunity to pursue and obtain a graduate degree in the logistics field. In addition, each fellow is required to complete a project/thesis that addresses a Marine Corps issue/topic. 2.0 SCOPE/ OBJECTIVE The objective of this performance work statement (PWS) is to solicit an Academic Institution to serve as a partner in the execution of the Logistics Fellowship. The two fellowships will be conducted during a normal academic year to include the summer semester, beginning in the summer of 2014. The fellowships will allow the students to conduct research, attend a maximum of four courses (12 credits) per semester during the Fall and Spring, and at least one course during the summer session. Fellows will have access to faculty and computer equipment to develop a masters thesis/graduate level project in logistics for any of the following subjects: • Supply Chain Management • Information Technology • International Relations • Operations/Business Management • Managerial Accounting/Economics • Change Management • Global/International Logistics • Distribution Management • Systems Integration • Leadership and Organizational Behavior The Logistics Fellowship coursework, curriculum and thesis/project must result in the receipt of a graduate degree, upon successful completion of the academic year. Thus, graduate program admission criteria must be identified and met to ensure that each fellow gain entry into the applicable graduate program. 3.0 TASK ORDER DESCRIPTION 3.1 The Academic Institution shall use the in-state tuition rates, when calculating tuition. 3.2 The Academic Institution shall be compensated by the government in order to cover the charges for books, parking, software, lab/technology fees, activity fees, a laptop computer, internet access and any other administrative expense for each student. 3.3 The Academic Institution shall ensure that the fellows are deemed full time students and take a minimum of 4 classes (12 credits) during the fall and spring semester, and at least one class during the summer session. Fellows will be able to take classes in the traditional classroom setting and online. 3.4 The Academic Institution shall develop a curriculum for the students to expose them to a variety of topics such as: • Supply Chain Management • Information Technology • International Relations • Operations/Business Management • Managerial Accounting/Economics • Change Management • Global/International Logistics • Distribution Management • Systems Integration • Leadership and Organizational Behavior 3.5 The Academic Institution shall ensure that the fellows are allotted a period of independent study to complete their masters thesis/graduate level project that addresses a Marine Corps issue/topic. The Academic Institution and Headquarters Marine Corps, Installations & Logistics (HQMC, I&L) will jointly approve the proposed issue/topic. 3.6 The Academic Institution shall assign the fellows a faculty advisor to review and monitor their coursework and to guide them through the process of developing their thesis/project. The faculty advisor will maintain an open line of communication with HQMC, I&L to discuss the fellows academic progress, issue/topic selection for their final thesis/project, final presentation, as well address other questions regarding the fellowship. 3.7 The Academic Institution shall ensure that graduate program admission criteria is met before the fellow reports. If there are any issues, the Academic Institution will immediately contact HQMC, I&L to resolve/mitigate. 3.8 The Academic Institution shall award a graduate level degree to the fellows upon successful completion of the graduate program. 4.0 PERIOD OF PERFORMANCE The period of performance for this effort will be 1, 1 year base period, and 1, 1 year option period. 5.0 POINTS of CONTACT Technical POC: Mykia A.
