Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Human Carcinogenesis, (LHC), plans to procure the profiling of the genomic and matched germline DNA of 155 liver cancer patients from Phase I study of Thailand's Initiative in Genomics and Expression Research for Liver Cancer, from Coriell Institute for Medical research, Genotyping and Microarray Center, 403 Haddon Avenue, Camden, NJ 08103. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 621511, and the business size standard is $30.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Note: The exact period of performance has not been determined at this time. The Laboratory of Human Carcinogenesis has a multifaceted research program integrating basic, translational, clinical, and population research with a major focus on common and lethal human cancers that include tumors of the breast, colon, esophagus, liver, lung, pancreas and prostate. The TIGER-LC study was established in order to identify genomic and expression factors that may modify HCC and CCA susceptibility and progression, specifically related to environmental factors. In phase I study we aim to identify biomarkers and molecular subtypes of HCC and CCA. The results from 64 HCC and 131 CCA cases from this study will be used to evaluate and refine recruitment procedures of TIGER-LC project and will be validated with samples collected from the second phase. The Laboratory of Human Carcinogenesis (LHC) will be using service of Coriell Institute for Medical research for Affymetrix genome-wide human SNP Array 6.0 platform in liver cancer patients from Phase I study of Thailand's Initiative in Genomics and Expression Research for Liver Cancer (TIGER-LC). The total number of arrays will be 310 arrays. NCI aim to identify specific genetic biomarker in the Thai population that might be capable of differentiating primary liver cancer (PLC) types, determining molecular subtypes within each PLC, identifying unique clinically relevant targets and improve NCI's understanding of the aggressive nature of liver cancer in Thai population. Using genomic DNA from tumor tissue and germ line DNA from peripheral blood lymphocyte, copy number gain/loss associated with HCC and CCA will be determined on Affymetrix genome-wide human SNP Array 6.0 platform. A sole source to Coriell Institute for Medical research is intended for this order; based on the reasons listed above. In addition, the transcriptome analysis of HCC and CCA and their subtypes was performed using Affymetrix Human Transcriptome Array 2.0 platform. Expression data for each tumor types were analyzed separately and possible subgroups was identified. For the next step, copy number variation among HCC and CCA will be investigated using Affymetrix genome-wide human SNP array 6.0 platform to identify common or differential copy number gains/losses between HCC and CCA and their subtypes. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, May 20, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
