- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cellular and Molecular Biology, (LCMB) plans to procure on a sole source basis a maintenance contract for the government owned PerkinElmer UltraView ERS 6FO-US Spinning Disk Confocal Microscope System, (Serial number 06UV024), from PerkinElmer Health Sciences, Inc., 710 Bridgeport Avenue, Shelton CT 06484-4794. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be from July 2014 through June 2015. The Laboratory of Cellular and Molecular Biology (LCMB) has a long and distinguished history in the study of signal transduction mechanisms that control normal cell growth and, when altered, lead to malignant transformation. The LCMB studies the role of oncogenes, growth factors immunoreceptors, and downstream effector molecules in neoplastic and normal cellular activation and proliferation. The goal of these studies is to decline cellular activation pathways, to identify mechanisms that induce cancer, and to provide possible diagnostic and preventative measures to utilize at the clinical level. Particular emphasis has been placed on understanding signal transduction pathways mediated by activation of growth factor, cytokine, and T-cell receptors. Studies include the understanding of paracrine, autocrine, and juxtacrine activation of growth factor receptors, activation of T-cell receptors, chemotaxis, and the identification and analysis of effector and adaptor molecules that control proliferation, differentiation, and motility through these different pathways. The Contractor shall provide all labor, parts, materials, travel and equipment for the on-site, on-going and preventive maintenance for the government owned PerkinElmer UltraView ERS 6FO-US Spinning Disk Confocal Microscope System (Serial number 06UV024). All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Next, the contract shall perform not less than one (1) preventive maintenance inspections during the contract period. Service shall be performed by qualified factory trained personnel. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Emergency repair service shall be provided on an unlimited basis during the basis during the term of this contract at no additional cost to the Government. Emergency service shall be provided during normal working hours, Monday through Friday excluding Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall within 2 hours respond by telephone and provide access to a technical help line during normal business hours and no later than 9 am the next business day if called after normal business hours. The Contractor shall guarantee that if the help line cannot solve the problem, on-site service with a factory-trained service representative will begin within 48 hours from the initial call. The factory-trained service representative will inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service shall not replace the necessity for scheduled PMI. The contractor shall furnish all required replacement at no additional cost to the Government, with the exception of consumable parts to include batteries and light bulbs. Parts shall be new or remanufactured to original equipment specifications. Spinning disk module, AOTF and laser control module, electronics controller and software shall be fully covered for parts and labor. Four (4) different labs within LCMB require the use of this Confocal Microscope System to conduct their research. The photokinesis accessory for the UltraView ERS confocal microscope will enable more efficient performance of the LCMB's work that is dependent on observation of dynamic microscopic structures in live cells. The LCMB needs to analyze the dynamic behavior of intracellular organelles and proteins labeled with fluorescent probes including genetic tags like the green fluorescent protein (GFP). To follow particular cohorts of dynamic structures we need to either photobleach or photoactivate arbitrary areas (any shape) in living cells while observing them with the UltraView ERS confocal microscope. A sole source to PerkinElmer is intended for this order. Failure of the confocal system results in delays of weeks for individuals' experiments. Therefore, to maintain the instrument's high performance required services should be rendered in timely fashion. A single serious problem in the system, particularly a failure of one of the lasers, can cost almost as much to repair as the service contract itself. That same failure can set back a lab's time table by weeks if not months. The most cost effective way to grant high performance of the instrument is to purchase a maintenance agreement contract that will take care of services as well as any problem associated with the instrument and avoid down time. PerkinElmer guarantees on-site service of this instrument within 48 hours of a service request and provides immediate, unlimited access to a technical help line for trouble shooting of the operating systems during normal business hours, at no additional cost to the Government. PerkinElmer is also the only supplier of all the instrument's parts needed for repair. Thus based on this information PerkinElmer is the only known source to the NCI to maintain the instrument listed above with a secure yearly maintenance agreement with a guaranteed response time. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, May 20, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
