Description
This is a Notice of Proposed Contract Action under FAR Part 15 Contracting by Negotiation and Other Than Full and Open Competition (FAR 6.302-1). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 333314 with a size standard of 500 employees. Brief Description of Requirement: AFRL requires the purchase of quantity two (2) multi-user hyperspectral telescopes which support a quantum channel and two (2) communication channels. Required Capabilities: The telescopes shall meet the following specifications: - Aperture: 150mm diameter - Field of view: +/- 1.5 degrees - Wavelength: 1.47 to 1.57 micrometers - RMS wavefront error: Less than 0.08 waves at 1550nm - Telescopes shall provide a Dichroic beam splitter to support separate quantum channels at wavelengths less than 1500nm (TBR) and communication channels at less than 1520 nm (TBR) - Telescopes shall support a single stage Lyot filter to support two (2) simultaneous users at a channel spacing of 1600 GHz. The Government intends to negotiate a sole-source contract for the purchase of these telescopes. The identified sole-source provider/producer of these telescopes is as follows: Optical Physics Company (OPC) 26610 Agoura Road Suite 240 Calabasas, CA 91302 The Government has made a determination that no company other than Optical Physics Company has a solution for this requirement or the ability to develop a solution due to the proprietary nature of the Lyot stage filters the telescopes are required to support/interoperate with, which are manufactured by Optical Physics Company. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 May 2014. A Sole Source Justification will be attached to the subsequent Notice of Award.
