Description

The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (MRICD) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Beckman Coulter, 250 S. Kraemer Blvd, Brea, CA 92821-6232, for the procurement of a Biomek FXP Liquid Handler Workstation. Specifically, the government will purchase the following items to support metabolism and metabolite identification studies as part of MRICD's Absorption Distribution, Metabolism, Excretion (ADME) Center of Excellence (CoE). The ADME CoE facility will support drug development efforts not only at MRICD but also across the Medical Chemical and Biologic Defense Program. The program is projected to grow as more customers request ADME screening of potential countermeasure compounds. The purchase of this instrument is critical for duplicating instrumentation used in high-throughput assay development and execution to increase the high throughput potential of the ADME CoE which will help to accommodate the increasing demand. Additionally, the purchase of the new Biomek FXP Liquid Handler Workstation will allow full integration of the components and will allow for increased walk-away time and higher throughput. Potential instrument downtime must be kept at an absolute minimum to maintain the USAMRICD's high-throughput capability, therefore replicating the existing system will be an added value to the system. Therefore, the Beckman Coulter Biomek Liquid Handler Workstation is specifically required and is the only item that can satisfy the Government's requirement due to compatibility concerns and to limit both the operational and consumable costs associated with purchasing a new liquid handler workstation. Beckman Coulter has been identified as the only available vendor for the above listed items as the manufacturer does not work with third part resellers for its products. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 days after the publication of this notice, the purchase will be awarded without further remark.
