DEPARTMENT OF VETERAN AFFAIRS (VA) WESTERN REGION TUTORING SERVICES SOURCES SOUGHT NOTICE DETAILS SECTION I - BACKGROUND/INSTRUCTIONS A.BACKGROUND 1. The Department of Veterans Affairs (VA), San Diego Regional Office (SDRO), is issuing this Sources Sought Notice for Western Region Tutoring Services to identify potential sources having the skills, capabilities, and experience to perform the work described below. 2. The intent of the project is to award a Blanket Purchase Agreement (BPA), under NAICS code 611691. The BPA is to provide tutoring services to VA, Western Regional Offices. 3.All work will be in accordance with individual task order requirements and specifications; task orders will range from approximately $200 - $2,500. The BPA is for one basic year, with the possibility of Government options to extend the term of the contract one year at time, not to exceed five years total. 4.This is a Sources Sought Notice only. The information gathered from this request for information is for planning purposes only and will not be released. Any proprietary information submitted will be protected. This does not constitute a solicitation. No solicitation is currently published, pending, or available. If a solicitation is issued, it will be issued at a later date. Responses to this Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. The Government is not obligated, nor shall it pay for any information received from potential sources as a result of this Sources Sought Notice. The determination of the acquisition strategy for this acquisition lies solely with the Government. B.INSTRUCTIONS 1.Responses are limited to no more than three (8 ½ X 11) pages. Telephone and facsimile responses will not be accepted. Responses must be sent via e-mail, no later than 2:00 p.m. PST on 01 June 2014. Please send responses to grady.baxter@va.gov. Please include Western Region Tutoring Services in the subject line of the e-mail. Sources Sought responses received after the time and date specified may not be accepted. 2.Contractors must be registered in System for Award Management (SAM), sam.gov. 3.Interested parties responding must submit the following information: a.Name and address of company; point of contact, phone number, e-mail address, and DUNS number b.Offer's interest in bidding in the solicitation if it is issued. c.Capability statement to perform a contract of this magnitude, complexity, and comparable work performed in the past 5 years. A brief description of the project, customer's name, timeliness of performance, dollar value; please provide at least two examples. SECTION II - SCOPE/PERFORMANCE REQUIREMENTS A.GENERAL REQUIREMENTS 1.The contractor must provide all services, materials, labor, tools, equipment, transportation, facilities, and supervision to provide Tutoring Services in accordance with this Performance Work Statement. All services must be performed in accordance with the BPA terms and conditions set forth herein. The minimum materials the tutor will use is the Veteran's school textbooks. The Contractor will provide instruction as set forth in paragraphs (3) and (4) below, during the period of performance prescribed on each referral made under the BPA. The specific courses or areas of tutoring the contractor is required to provide services in will also be stated on each referral form. The BPA only applies to Veterans who are approved and designated by the Department of Veterans Affairs as being entitled to vocational rehabilitation training under Chapter 31, Title 38. U.S.C. 2.The Contractor must furnish outright to the Veteran, as needed, such books, supplies, and other equipment as are necessary for the satisfactory pursuit and completion of the courses as referred to in paragraph (1) above. Prior to the furnishing of additional books, supplies or other equipment deemed necessary to satisfactorily complete the course for which the Veteran is receiving tutoring, the Contractor must obtain written approval from the VR&E Counselor prior to any purchase. The VA will compensate the Contractor only for the books, supplies, and equipment with written approval. B.SCOPE OF SERVICES 1.The Contractor is required to provide tutoring at the college level in a wide variety of subjects. 2.The subjects include, but not limited to low to high levels of mathematics; English, Writing, Business, Statistics, Economics, Biological Sciences, Anatomy, Physiology, Chemistry, Physics, Nursing, and General Education. C.PERFORMANCE REQUIREMENTS/GOALS 1.As part of the services provided under the BPA, the Contractor must provide a written final report for tutoring services for each Veteran referred to the Contractor. The report must describe the Veteran's progress in course the Contractor is providing tutoring. 2.The Contracting Officer (CO) and VR&E Counselor shall also monitor the performance of the Contractor based on the Contractor Performance Plan. B.PLACE OF TUTORING/PROVISION OF SERVICES 1.The place of tutoring must be acceptable to the VR&E Counselor and the Veteran. 2.The tutoring location must meet all applicable requirements for accessibility mandated by the Americans with Disabilities Act of 1990, and subsequent amendments. C.GEOGRAPHIC COVERAGE 1.The Contractor is required to meet the Veteran in a location that does not provide any undue transportation burden on the Veteran. No transportation funds are available to Tutors or Veterans. 2.The Contractor may be required to provide services under the BPA in any of the following States: a.Arizona b.California c.Hawaii d.Idaho e.Montana f.Oregon g.Utah h.Washington
