Description
THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs NCO 7 Network Contracting Office is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of providing a driving simulator for the Atlanta VA Medical Center Sleep Medicine Program located at the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033 The NAICS code is 541380 DESCRIPTION OF THE REQUIREMENT: The contractor shall provide a driving simulator to include all hardware and PC-based software with powerful scenario editing and data acquisition capabilities. The simulator is to feature an actual vehicle steering wheel and pedals controls. (The steering wheel uses a semi-active controller that is driven by a DC motor and microcontroller.) The steering column is to features a functional turn signal indicator. The brake and accelerator pedals are to feature a realistic feel. Software shall contain the following: Real-Time Core The real-time core is the underlying engine that coordinates the execution of the various functionalities of the simulator and provides the real-time data communication mechanism among components, either through shared memory on the same computer, or through a local TCP/IP connection between different computers. The other components are built on top of the real-time core. Simulation Control Graphical User Interface (GUI) The front-end GUI provides control to the driving simulation and data collection process. The operator may start and stop drives, select different scenarios, play presentation slides. The GUI shall have a data collection mode for managing experimental data collection with fields for Test Subject ID and Experiment ID. Driving Control Feel and Instrumentation The driving control feel and instrumentation component reads the driver's control input via the steering wheel and foot pedals and passes it to the vehicle dynamics component. It also takes the vehicle data such as speed and engine RPM and renders them to the instruments, which are simulated on the main display. Vehicle Dynamics The vehicle dynamics component is to provide a physics-based vehicle model that simulates the vehicle the subjects drive during the runs. Changing input data, the same software can be used to simulate different types of vehicles. An automatic transmission vehicle is standard. Scenario Control The scenario control component is responsible for simulating the behavior of other vehicles and objects in the virtual environment. It is identical to the scenario control component in the large NADS simulators and takes the same scenario configuration files generated by ISAT as input. Visual Rendering The visual rendering component renders the visual scene to the main display(s) of the driving simulator. One PC with a high-performance graphics card will be used for the rendering of up to three main channels. The renderer is built on top of an OpenGL-based open-source graphics library. Audio Engine The audio engine provides audio cues to the driver. The component produces sounds from the own vehicle, including engine, powertrain, and tires, as well as sounds from the surrounding environment. The PC that hosts the audio engine is equipped with a PC audio card and connected to a set of speakers. Data Acquisition The data acquisition subsystem shall collect at least 100 variables for post-processing. The data collection rate (or frequency) shall be 60 Hz. The set of data that can be collected includes driving control inputs, own vehicle and scenario vehicle states, and scenario data. All data are stored on file for replay and future analysis. Video Capture Subsystem This subsystem manages capture of video signals from video cameras. The start/stop of the recording is synchronized with that of the scenario. The name and path for the videos corresponds with that for the simulator data acquisition files. Eye Tracking Subsystem This Subsystem provides an interface with both Seeing Machines and Smart Eye laboratory eye tracking systems. The subsystem sends receives data from the eye tracking system via UDP and records eye tracking data in the simulator data file. In addition, it can display a gaze crosshair on the simulation window to simplify system testing and alignment prior to data collection. Actions in scenario can be triggered by eye tracking inputs (ie when a driver looks away from the road). Shell Subsystem The simulator shall be provided with a 'shell' subsystem to facilitate the end user writing code that can be executed within the simulation loop. This advanced-capability subsystem shall have read/write access to the simulator variables in shared memory. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing the requested service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by Friday, May 9, 2014 by 3:00 PM EST via email to Jessica.Coleman-Smith@va.gov NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER FRIDAY, MAY 9, 2014. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. 4) Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities (FBO). However, responses to this notice will not be considered adequate responses to a solicitation.
