- i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number HHS-NIH-NHLBI-CSB-AR-2014-121-IM applies and is issued as a request for quotation (RFQ). (iii) Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 30, 2014. (iv) The North American Industry Classification System (NAICS) code is 333314 and the business size standard is 100. This solicitation is unrestricted. The National Institute of Health (NIH) intends to award a Firm Fixed Price Contract in accordance with the procedures of FAR Part 13. (v) The Protein Expression Laboratory in collaboration with Laboratory of Structural Biology of the NIH, National Institute of Arthritis and musculoskeletal and Skin Diseases (NIAMS requires the purchase of a ultra-violet microscope to assess the results of the hundreds of protein crystallization trials generated by its NT8 drop setting imaging system robot. This purchase shall include installation, testing, delivery, and performance verification. It is the intent of the government to establish a purchase order to purchase: CLIN 0001 - UV florescence microscope for inspection of crystallization experiments Unit of Issue: each Quantity: 01 (vi) Protein crystallography screening Robot places an array of 96 nano-liter droplets on the surface of a test plate. A high quality microscope with CCD camera is required to visualize the droplet sample and record an image of the test. Ultra violet light illumination allows the discrimination of protein crystals from crystals of inorganic salts. It is important that the microscope / camera system be capable rapidly imaging and storing the data of hundreds of samples. Microscope requirements: 1. Manual X /Y stage for mounting and positioning protein crystallography plates 2. 5x and 15X objective lenses 3. Pulsed LED visible and ultraviolet light sources 4. Cooled CCD camera with 0.5 microns per pixel resolution 5. Automated extended focusing system with computer software for composite image generation 6. Foot pedal for hands-free image capture 7. A desktop computer system with widescreen monitor, and image analysis software with licenses for unlimited user 8. System delivery, installation, and performance verification The Formulatrix NT8 drop setting imaging system robot is currently used by the laboratory to generate protein crystallization. The required ultra violet microscope must be able to assess the results of the hundreds of protein crystallization trials generated by the laboratory NT8 imagining system. (vii) 6 Center Drive, Building 6B, Room 1B130, Bethesda, MD 20814 (viii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors - Commercial Items (April 2014). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number and 6) Pricing and delivery in accordance with FAR 52.212-2, Evaluation-Commercial Items, paragraph (ix) below. (ix) 52.212-2 Evaluation-Commercial Items (Jan 1999). - The government intends to award a firm-fixed price purchase order. The offerors shall present capability to supply the equipment, software installation, and performance verification. Failure to provide proof of capability may cause the Contracting Officer to deem the quote package incomplete and ineligible for award. The award will be made to the lowest priced technically acceptable offer. The evaluation and award procedures in FAR 13.106 apply. (x) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2013). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision and return it with their offer.
