Description
Lockheed Martin Sippican Inc. and Vaisala, Inc. are the current incumbent contractors. Lockheed Martin Sippican and Vaisala have been successfully delivering supplies to the National Weather Service (NWS) since contract award in late 2012. In addition, Lockheed Martin Sippican and Vaisala have been determined to be the only radiosonde manufacturers producing a radiosonde that is compatible with the National Weather Service 1680 MHz Upper Air System. These companies have proven to have unique capability to manufacture supplies meeting the technical requirements critical to NWS operations and deliver them within the urgent timeframe required. The NWS has continued to explore alternate sources of supply to increase capability and reduce the risks associated with having limited sources of supply. Over the past ten (10) years, a third manufacturer has been attempting to qualify their commercially available radiosonde instrument and demonstrate it has the performance capabilities needed to meet the operational requirements of the NWS without success to date. The supplies provided by the current contractors are so specific and important to NWS operations that alternative sources of supply that are not qualified would cause significant interruption to NWS operations and possible loss of life due to untimely or inaccurate weather warnings. It is essential the NWS continue to procure radiosonde supplies from the two qualified sources to maintain viable sources of radiosondes to achieve its mission to protect safety of life and property.
