- The U.S. Department of Energy (DOE), Office of Electricity Delivery and Energy Reliability (OE) intends to award a sole source contract to the Norse Corporation (Norse) by means of other than full and open competition to provide continued services for the Cybersecurity Risk Information Sharing Program (CRISP). The proposed service will be for twenty-four months, consisting of a 12-month base period and one 12-month option period. Norse has a proprietary global infrastructure of sensors meant to attract and track activities and metrics of threats. CRISP is a risk scoring system utilized by DOE and the Energy Sector?s Information Security and Analysis Center (ES-ISAC) to ascertain threats to energy-related critical infrastructure (as outlined in Presidential Policy Directive 21 (PPD-21) and Executive Order 13636 (EO 13636). Norse will enhance network threat analysis, provide network threat detection modules, and perform live scoring of network threats. Norse has designed and built a worldwide capability of specialized equipment that invite and detect malicious actors attempt to hack information for malicious purposes. This worldwide research platform allows them to track and characterize threats around the world. This threat tracking is provided in the form of scoring and characterization of network activities that is tracked over time and is provided in the form of live scoring. Norse also has a specialized teaming agreement with FireEye Inc. to provide hardware sensors that enhance the scoring from Norse, to provide live threat analysis of network traffic on the CRISP participants (i.e. energy companies) network. This threat characterization data is shared with CRISP participants, DOE-OE and the ES-ISAC to provide situational awareness of the threats and to enhance incident response. This unique package and specialized low pricing represent a highly compelling enhancement to CRISP cyber security and the protection o f energy related critical infrastructure. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement or quotation, which shall be considered by the agency by Wednesday, May 21, 2014 at Noon, 12:00pm (Eastern) via e-mail to Kyle.Krzywicki@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
