THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified industry sources for the monitoring and Maintenance of an existing in-building wireless retransmission system to ensure continuous operations. The United States Senate, Office of the Sergeant at Arms (SAA), currently has a Distributed Antenna System (DAS) utilizing Corning/Mobile Access equipment, providing cellular services throughout the US Senate office buildings, the Senate side of the US Capitol and Capitol Visitors center. This equipment extends Verizon, AT&T, T-Mobile and Sprint services throughout the Washington, DC campus. This Sources Sought Notice (SSN) is not a request for proposal and in no way obligates the Senate in an award of a contract. This sources sought synopsis contains the current available information. This information is subject to change at any time. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate. REQUIREMENTS All requirement listed below are mandatory. The Senate requires a Contractor to provide monitoring and maintenance services of the Senate's wireless Distributed Antenna System (DAS): •a. Provide full-time 24X7X365 monitoring services of DAS Network. •b. Provide maintenance of the wireless system. •c. Coordinate and provide on-site escort services for wireless providers (AT&T, T-Mobile, Verizon and Sprint) as needed for repair and maintenance of their equipment. •d. Coordinate with Senate the scheduled services and maintenance the Contractor will perform. •e. Maintain spare parts inventory to ensure timely repair. The SAA invites all qualified sources to respond to this sources sought notice. All responses to this sources sought notice shall specifically address evaluation criteria. •1. Experience with each of the requirements above. •2. Professional qualifications (education, certification, registration and experience) of current staff available to provide the required services. •3. A minimum of three (3) past performance references for the requirements with similar contracts for Government agencies and private industry in the past three (3) years. INSTRUCTIONS In responding to this Notice, the vendor shall provide a narrative summary for a minimum of three (3) different engagements for each requirement above. Your response to each requirement must include: 1) paragraph numbering identifiable to requirements listed above; and 2) description of capabilities. In addition, the vendor shall include in their submission: •a) organizational information including its Dun and Bradstreet number and point of contact with telephone, fax and e-mail address; and •b) Past Performance - Provide three past performance references relevant to the Requirements above along with complete and current contact information (customer name, project name/contract number, address, contact name, phone number and email); the Senate will check references as necessary to evaluate past performance. After receipt and review of the responses to this Notice, the SAA intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the fourth quarter of Fiscal Year 2014. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. Responses to this Notice are due to the POC no later than June 5, 2014, at Noon EDT and shall be submitted electronically via email only to the POC at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: SSN 2014-S-047. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. The page limitation excludes the cover page and index page. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE.
