Description
CONTRACT INFORMATION: This announcement is for the purpose of soliciting contractors interested in submitting a proposal for the Two-Phase Design-Build Southern Electrical Power System (SEPS) in Afghanistan. The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) intends to award a Firm Fixed Price (FFP) design-build contract to design and construct the transmission line of the Southern Electrical Power System in Afghanistan that will replace the existing high voltage power transmission poles and cable from the Tangi substation near the Kajaki Dam southwest through the Sangin and Durai Junction substations terminating at the Lashkar Gah diesel power plant. The project aims to provide a reliable source of electricity to un-served population centers, provide a backbone for a national grid and allow for future expansion of this grid. The objective of this project is to provide a cost effective, reliable transmission system for the distribution of electric power in Afghanistan to the Helmand and Kandahar Provinces. Separate procurement efforts are also underway to connect this electrical transmission corridor to Kandahar City at the Durai Junction. This is a Two-Phase solicitation process. For Phase 1 of the Two-Phase Design-Build selection procedure, offerors will be required to submit Experience (Factor 1), Past Performance (Factor 2) information on relevant projects, and Technical Approach (Factor 3) to be described in the RFP. Price proposals are not to be submitted under Phase 1. No more than the top four (4) proposals will be selected to proceed to Phase 2 of the evaluation process. For Phase 2 of the Two-Phase Design-Build selection procedure, offerors will be required to submit their Milestone Schedule (Factor 1), Key Personnel (Factor 2), and Price (Factor 3). ***SECURITY ON THIS PROJECT WILL BE FIXED-PRICE*** If your company is interested in receiving a copy of the solicitation, please send an email to Mrs. Diane Zartman at Diane.E.Zartman@usace.army.mil confirming your interest. Upon receipt of your email, your company will be added to the Bidder's List. It is anticipated that the RFP for this project will be released on or about May 19, 2014, however, this is subject to change. In order to be eligible for award, offerors must be able to do business in Afghanistan and cannot be on the Federal Debarment List.
