Description
MICC - Fort Belvoir Sources Sought Synopsis: This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. This requirement is for: GENERAL: The 911th Technical Rescue Engineer Company has three assigned Pierce heavy rescue trucks that are non-standard military issued. These rescue trucks require service by certified mechanics in order to be in compliance with all emergency vehicles specified in AR 420-1, Chapter 25 and NFPA 1071. The unit does not have assigned mechanics qualified to the standards set forth by stated regulations to conduct routine and emergency maintenance. REQUIREMENTS: In accordance with AR 420-1, Chapter 25 and NFPA 1071 the contractor shall provide a work force possessing skill, knowledge, and training to satisfactorily perform the services required. Service technicians should be factory trained in all areas related to Pierce manufactured steering/suspension systems, Bauer Air Compressors, vehicle safety systems, basic and advanced electrical systems. Technicians and mechanics must be able to conduct preventative and remedial maintenance checks on site (9001 McCutchen Road Bldg 2476, Fort Belvoir, VA) in accordance with specified regulations. All services under this contract shall be performed by personnel who are currently enrolled in a program that leads to certification by Emergency Vehicle Technician Certification (EVT). As a minimum, the personnel shall successfully complete the Automotive Service Excellence (ASE) program, or recognized equivalent. Failure to certify at the required levels and provide necessary certifications could constitute default. RESULT: All inspections will include preventative and regular maintenance requirements from qualified personnel in compliance with NFPA 1071. These areas of maintenance include: brakes, electrical system, heating/air conditioning, engine performance, suspension/steering, and air compressor. PLACE of PERFORMANCE: All maintenance work will be conducted at the 911th Technical Rescue Engineer Company TREC Facility (9001 McCutchen Road Bldg 2476, Fort Belvoir, VA 22060). Specific arrangements are authorized if there is not an adequate facility/equipment to complete the task safety or efficiently at specified location. If host facility is not adequate, services will be performed at a facility provided by the contractor at no additional cost to the Government. All facilities where services are conducted shall be left in a clean, neat, safe, and orderly condition. Although locations within 50 miles of Ft. Belvoir, VA are preferred, all responses will be considered. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the supply and/or services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS contemplated for this requirement is 811111 quote mark General Automotive Repair quote mark with a size standard of $7.0M. The Contract Type is anticipated to be Firm Fixed Price. Include only general capabilities relative to the requirement as this is not a solicitation and no responses will be considered as proposals.
