- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-14-00111 and is being issued as a Request for Quotations (RFQ) in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through FAC 05-72. The North American Industry Classification System (NAICS) code is 518210. The Small Business Size Standard is $30 million. This requirement is a full and open competition. The United States Environmental Protection Agency (EPA) is soliciting for contractors to provide quality assurance (QA) web analytics software in support of the EPA website. In accordance with a recent Office of Management and Budget memorandum dated February 8, 2011, and entitled ?Federal Cloud Computing Strategy, EPA requires a Software as a Service (SaaS) solution. Due to Federal security concerns, hosting of the SaaS must reside in the United States. EPA intends to award a single purchase order resulting from this RFQ. Notices of any modifications to this Federal Business Opportunities procurement announcement, including amendments, will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. Questions regarding the content of the subject announcement must be submitted through the FedConnect portal. You must register with FedConnect as an interested party to submit questions and to view responses. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for quotations, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA?s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. For assistance in registering or for other FedConnect technical questions please call the FedConnect Help Desk at (800) 899-6665 or email at support@fedconnect.net. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to ?public,? otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. Questions regarding this requirement may be sent to Bradley Austin, Contracting Officer, via FedConnect and at austin.bradley@epa.gov no later than May 9, 2014, at 2 pm EST. Proposals shall be submitted via FedConnect no later than May 16, 2014, 2014, at 2 pm EST. Proposals shall be limited to 15 pages, exclusive of any applicable Terms of Service, which shall be included with the proposal. Adobe PDF or Microsoft Word is the preferred format. For price proposals, please include all applicable proposed costs and any relevant assumptions. Price proposals shall also include pricing for four (4) additional option years. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors?Commercial Items; FAR 52.212-3, Offeror Representations and Certifications?Commercial Items; 52.212-4, Contract Terms and Conditions?Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37 and FAR 52.232-33. EPA will award to the vendors that provide the best value to the Government, price and technical factors considered. Technical proposals shall be evaluated against the ability to meet the requirements noted below. Vendors shall specifically describe how they can meet each requirement. If available, vendors shall provide a demonstration version of the proposed solution for use in the EPA evaluation. Price proposals will be evaluated by calculating the total price, inclusive of all option years. QUALITY ASSURANCE (QA) WEB ANALYTICS SOFTWARE SERVICE REQUIREMENT 1: SCANNING Scanning, as related to QA Web analytics software, refers to when that software crawls a website by using software code to automatically check all public Web pages and links on that website. We require that the software service allow for the following: ?More than one Web area can be included in a single scan ?Users can exclude specified files from scans ?Users can run on-demand scans, if necessary. ?There is no limit on the number of scans that can run simultaneously ?Either scans be customized so as not to flag certain practices as errors, or those errors can be hidden/removed from the final QA reports REQUIREMENT 2: REPORT CREATION Report creation, as related to QA Web analytics software, refers to the aggregate Web area reports that diagnose the overall quality of a set of Web pages. These reports include such diagnostics as misspellings, broken links, and missing metadata. These reports will be made available online every month for EPA. We require that the software service include at least five (5) of the following: ?Reports can include multiple Web areas ?Reports can be easily exported by end users in multiple formats. ?Reports include useful graphical representations of data. ?Reports offer aggregate scoring for trends and comparisons. ?Reports include hyperlinks to the pages containing errors. ?Reports link to cache pages highlighting the errors. ?Specific checkpoints/metrics can be removed from reports. REQUIREMENT 3: REPORT USABILITY To ensure the tool is easy-to-use and understand from the end users perspective, we require that the software service include all of the following: ?Documentation is easy to locate and understand. ?Explanatory text is easy to understand and provides appropriate context. ?Functionalities are logically organized in the interface. ?Users can easily navigate the tool, finding both high-level summary content and detailed error reports. ?Users can easily export detailed reports on demand. REQUIREMENT 4: PRIORITY METRICS While different QA software solutions offer different metrics, in some cases, there are four metrics that we require, given their importance to the EPA Web community. The software service must provide the following metrics: 1.Are Link Integrity (Broken Link) reports available and usable? 2.Are Page Weight (Site Speed) reports available and usable? 3.Are Missing Alt Text reports available and usable? 4.Are Missing Titles reports available and usable? REQUIREMENT 5: SUPPORT We require that the software service have an active support team that includes multiple individuals and can respond to issues within 48 business hours. DESIRABLE (NOT REQUIRED) While only the Priority Metrics are required, the EPA Web community is interested in additional QA metrics that can either improve the quality and accessibility of the EPA website or help in maintaining/monitoring other aspects of the website, including website availability and the presence of Web analytics tags.
