- Description
- The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to recent heavy rain and with resultant flooding conditions to relieve imminent hazards to life and property. The work under this project shall protect the roadbank on the north side of Frost Hollow Road and the outlet of the culvert passing under the road. This repair shall also reduce the sediment load into Pipe Creek, and ultimately the Susquehanna River. The project focuses on the installation of stacked rock walls and rock sills to stabilize the roadbank on the north side of Frost Hollow Road. Approximately 600 lineal feet of stacked rock walls, 9' high, will be constructed on the north side of Frost Hollow Road. Stacked rock sills, tied into the walls, will act as grade control and promote aggradation along the toe of the walls. Dewatering channels will be cut through the existing gravel berms to redirect the flow to existing secondary channels. These channels will remain to become the primary channels following construction. Additionally, large trees along the roadbank will be cutoff flush with the existing ground and removed from the site. The remaining root systems will be left in place as removal may compromise the roadbed. The project is located along Frost Hollow Road, in the Town of Tioga, New York. The site can be located at 42.1085° N Latitude and 76.4050° W Longitude - approximately 1.5 miles west of the intersection of Frost Hollow Road and Halsey Valley Road. A bid guarantee of 20% of the bid price will be required with any bid. Performance and Payment Bonds in the amount of 100% will be required within 3 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. A firm-fixed price award is anticipated and is being set aside for Small Business residing or primarily doing business in the New York State counties of Albany, Broome, Bronx, Chenango, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Fulton, Franklin, Greene, Hamilton, Herkimer, Kings, Montgomery, Nassau, New York, Oneida, Orange, Otsego, Putnam, Queens, Rensselaer, Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester. The local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation package, construction drawings and specifications will be posted and available from this site on or about May 16, 2014. Estimated date for bid opening will be on or about June 17, 2014. A pre-bid site showing is being planned for Tuesday, June 3, 2014, the details of which will be specified in the solicitation package. Price Range is between $100,000 - $250,000
