- The purpose of this Modification to a Previous Presolicitation Notice- Request for Information (RFI) VA118-14-I-0264 - LEC Services for Region 3 is to extend the response due date to May 16, 2014 at 2:00 PM EST and to post questions and answers to the RFI. 1.Place of Performance. Region 3, VISN 7's LEC services were competed and awarded under a stand-alone contract. Therefore, we suggest the VISN 7 sites be removed from this RFP. ANSWER: This is for market research purposes. An anticipated award would be an indefinite delivery, indefinite quantity contract(s), therefore VISN 7 is requested. 2.Service Types: Multiprotocol Label Switching (MPLS), OpteWAN. This RFI is for VA Region 3 LEC services. MPLS and OpteWAN are not LEC services. Please explain the inclusion of MPLS/OpteWAN and/or remove it from the RFP. ANSWER: This is for market research purposes. These services are available through a local LEC/Vendor. Yes, they are on the Networx Contract; however, sometimes it is more cost effective to use a LEC/Vendor and not the Networx contract. The Networx contract is not mandatory at this time, therefore these services will remain in the PWS. 3.SDPs. The RFI asks if a vendor can deliver to all Region 3 SDPs. There may be inside wiring or extensions to be delivered. Please clarify if the government requires delivery of local services to the SDP, which may require extended DMARC and wiring to reach the SDP as additional costs may be associated with these extensions. ANSWER: Installation of services is only anticipated to the DMARC at each SDP. Inside wiring is the responsibility of the local OIT staff. We do however realize that there may be occasions (limited) where extension of the building DMARC to the VA DMARC may be required. VA will include a line item for this just in case it might be needed. As part of your responses, please indicate the SDP/services which would be an issue and place an explanation in the comment column. 4.Site surveys. Site surveys may be required to determine the wiring extensions. We suggest the VA have inside wiring site surveys be a separate line item. ANSWER: This is for market research purposes. As part of your responses, please indicate the SDP/services which would be an issue and place an explanation in the comment column. 5.ILEC. Per the RFI's Question 10, please note that the industry standard definition for an ILEC is Independent Local Exchange Carrier. ANSWER: Duly noted. 6.Would VA consider a one-week extension of the due date for responses? ANSWER: The response due date is extended until May 16, 2014 at 2:00 PM EST
