- Department of Interior, Interior Business Center, Acquisition Service Directorate (Denver), on behalf of Federal Communications Commission Office of Inspector General (FCC OIG)445 12th Street, SW, Washington, DC 20554. Intends to issue a sole source bridge contract to KPMG This Sole Source Award is for an eight (8) months (May 15, 2014 through January 15, 2015) Time and Materials (T&M) task order to the KPMG LLP. The requirement is for an independent audit of the financial statements, and evaluation of the information security program as required by FISMA. The North American Industry Classification System (NAICS) code for this requirement is 541211, a small Business Size Standard of $19 million KPMG provides independent audit services and evaluates the FCC information security system. KPMG has performed this work for the past 5 years and delivered quality audit work. This firm has the knowledge, skills, abilities and resources to immediately start performing services upon contract award. For the reasons noted above IBC intends to award a sole source bridge contract while the competitive process for the follow-on acquisition. Under the current time constraint, KPMG is uniquely qualified to perform the Financial Statement Audit, which is mandated by the Chief Financial Officers Act of 1990 and the Accountability of Tax Dollars Act of 2002. Further, the FISMA Evaluation is mandated by the Federal Information Security Management Act of 2002. Each of these laws require agency IGs to report the results of this work by the due date established by the Office of Management and Budget (OMB). OMB has established an annual reporting deadline of November 15. In order to meet the OMB deadlines, the majority of agencies begin their audits and evaluations in March or early April. Because of their knowledge of the FCC infrastructure, KPMG is capable of providing the annual reporting by the November 15th deadline. Responsible sources may submit concise documentation for consideration regarding their ability to provide the required services. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no contract award will be made on the basis of information received in response to this notice and the Government will not pay for any costs incurred to provide information to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
