Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA), and National Logistic Support Center, Kansas City, MO, intends to purchase 50 Power Block Assemblies from Electro-Miniatures Corp. The Power Block Assemblies are required by the National Weather Service for replenishment of the National Logistics Support Center warehouse stock. The Power Block is used in the NEXRAD Pedestal slip Ring Assembly and is available from only one known source; Electro Miniature Corp, who designs and manufactures the Slip Ring Assembly. It is one of the largest pieces of equipment associated with the NEXRAD Program. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment. Electro Miniature Corp, considers this item as proprietary and so is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished which would cost the government significant funding and time to accomplish resulting in fielded NEXRAD systems being unavailable during the period. For this reason, only the known Power Block Assemblies made by Electro Miniature Corp are deemed acceptable at this time. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source known, Electro Miniature Corp. The assemblies are proprietary to Electro Miniature Corp. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. Include a detailed description/specification/part numbers and any additional information in regards to the assemblies being offered, i.e. pictures and their ability to perform the requirement. Certificates that demonstrate the offeror is an authorized Electro Miniature Corp dealer. This is not a request for competitive proposals. However, all proposals received after date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in this announcement. Interested parties can shall provide a written detailed capabilities response within approximately seven (7) working days.
