Description
This is a Sources Sought Announcement only. The purpose of this notice is to conduct market research and obtain information from qualified contractors. No formal solicitation document exists at this time. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Draft Performance Work Statement (PWS) listed below, THIS IS NOT THE COMPLETE DESCRIPTION LIST: VA MEDICAL CENTER-ASHEVILLE BLS and ALS AMBULANCE SERVICE The Charles George Veterans Affairs Medical Center (CGVAMC) 1100 Tunnel Road Asheville, North Carolina 28805 is seeking potential sources capable and licensed in the specified area to provide 24-hour Basic Life Support and Advance Life Support (BLS/ALS) Ambulance Services. Services are to be provided to beneficiaries of the VAMC on an as needed basis, and for patients with regular standing appointments at either the CGVAMC or private facilities in accordance with the Performance Work Statement. The applicable NAICS Code is 621910 with a size standard of $14.0M. -In non-emergency situations, the contractor is to call to verify eligibility prior to Transport. If eligible, the contractor will transport at the current contract rates. -In emergency situations, the contractor is to immediately transport patient. If the patient is not eligible for travel at VA expense the transportation cost may be at private expense. NOTE: The contractor shall notify the VAMC of any delays in the transporting of patients. Patient Pick-Up and Delivery From/To VAMC: Report to the personnel at the respective Nursing Station and (1) announces his/her arrival to pick-up and transfer patient, and (2) obtain report of pertinent information regarding patient's condition from the primary nurse/physician. When delivering a patient to the receiving facility, the contractor shall furnish services within 20 minutes after receiving a VAMC request for service. Failure to arrive on time for pre-scheduled services, the VAMC reserves the right to obtain the services from another source and to charge the contractor any excess cost which may result there from. PERSONNEL QUALIFICATIONS Emergency Medical Technicians providing emergency services on ambulances under this contract must have the following qualifications: (1) Have completed training in accordance with the standards published by the Department of Health and Human Services with a minimum curriculum of 81 hours or "equivalent" including an in-hospital training period. Such training programs must also be acceptable under the regulating requirement for local EMS systems supported by DHHS under PL 93-154. 39 Federal Regulation 24,304 (1974). (2) Evidence of the "equivalent" training program successfully completed by the EMT must be submitted with the offer to the Contracting Officer for inspection. The EMT must be certified, licensed or otherwise officially recognized by the local, state or regional government or public entity where the emergency ambulance service is operated or by which it is governed. Copies of all licenses/certificates shall be submitted with offeror's proposal and available upon request. Responses to this sources sought notice should include the following: name and address of company; business size (large or small); identify whether or not firm falls into any of the following socioeconomic categories - 8(a), HUBZone, Service Disabled Veteran-Owned; brief capability statement of qualifications and any other pertinent information, which demonstrates ability to meet the above requirement.
