Description
The U.S. Army Corps of Engineers will be issuing an Invitation for Bids for repairs to the East Jetty at the Block Island Harbor of Refuge, Block Island, RI. The NAICS code for this procurement is 237990. The estimated construction cost is expected to range from $1,000,000.00 to $5,000,000.00. Block Island Harbor of Refuge is located on the east side of Block Island, about 13 miles southwest of Point Judith Harbor, Rhode Island, and about 25 miles southeast of Stonington Harbor, Connecticut. The Block Island Harbor of Refuge Federal Navigation Project was authorized by the Rivers and Harbors Act of July 11, 1870 and modified by Acts of August 2, 1882, August 5, 1886, June 3, 1896, and July 25, 1912. The project is scheduled to be issued on or about May 29, 2014 and work to complete the repairs is expected to take approximately 6 months. The proposed work involves repairing those sections of the East Jetty that were damaged by Hurricane Sandy in late October 2012. The work will include, but not be limited to, mobilization and demobilization, furnishing, delivery, and placement of new armor stone to replace stones displaced during Hurricane Sandy, and to fill in gaps and low points along the Jetty. The repair work will involve reconstructing the breakwater to pre-storm conditions including side slopes and crest height. Access to the Jetty will be by water since the location of the Jetty is Block Island, RI but work may be conducted from the crest of the structure or from water based marine plants. The repair work will utilize similar stone to that already existing on the Jetty including size and material. Preliminary estimates of the quantity of stone to be placed include approximately 2400 tons and the size of the stone is estimated to be 10-14 tons on the trunk of the structure and 18-22 tons on the head of the structure. Various sections of the Jetty will require quote mark dismantling quote mark prior to rebuilding with new stone so that pre-storm elevations and side slopes can be matched and the large armor stone can be properly aligned and interlocked. New stone will be brought from offsite sources and the stone will most likely be placed from the crest of the structure. Work is expected to commence just after October 1, 2014 and be completed NLT March 31, 2015. Mobilization and Demobilization of equipment and materials will require marine construction methods and resources. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about May 29, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
