- Maintenance and Support for Integrated Digital Voice Communication (IDVC) System PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and in conjunction with the policies and procedures at FAR Part 15, contracting by Negotiation and prepared as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a solicitation for commercial items prepared in accordance with the Commercial Contract Format in FAR 12.303, as supplemented with additional information included in this section. This requirement is being competed on a non-restricted basis. The following North American Industry Classification Code (NAICS Code) is the primary code applicable to this acquisition: NAICS Code: 811213, Communication Equipment Repair and Maintenance / Business Size Standard $10M Product Service Code: J070 ADP Equipment Software, Supplies, and Support Equipment Classification Code: J - Maintenance, Repair and Rebuilding of Equipment The solicitation number is RFP D14PS00192. The Department of the Interior (DOI) Office of Chief Information Officer (OCIO) Voice Branch has a requirement for hardware and software maintenance for telephony nodes at various locations throughout the United States. The requirement is for a Contractor to provide: 1.2.1 24/7 hardware and software maintenance coverage during system failures. The requirement also requires a 24 hour toll free number where the operator can dispatch a certified technician who shall respond and be on-site within four hours if the issue cannot be resolved remotely. 1.2.2 On-site maintenance support at the DOI OCIO Denver location. The intent is to provide on-site technical support for the daily operation of Alcatel-Lucent OmniPCX Enterprise (OXE) Telephony system and Genesys & OmniTouch Contact Center applications and AVST CX-E Voice Mail System. The requirement is to have a certified technician on-site during core business hours to perform high-level troubleshooting as well as move-adds-changes (MAC). 1.2.3 A Genesys System Administrator responsible for the full system administration of the Genesys product suite of components. The Administrator position is at the DOI Reston VA location. DOI reserves the right to change location in the future. 1.2.4 Technical Refreshment by providing and installing telephony hardware and software, software upgrades, and other components of the IDVC system to assure continued supportability of the system throughout its service life. 1.2.5. System Expansion as needed by providing and installing telephony hardware and software, software upgrades, and other components for additional locations to the IDVC system as well as for facility modernization (such as Wing modernization at the Main Interior Building [MIB]). 1.2.6. Transition In and Transition Out services to ensure smooth handoff from one Contractor to another at the beginning and end of this Contract. The primary goal of this anticipated acquisition is to achieve 98% system availability. The Performance Work Statement describes the necessary requirements to achieve this goal. The Government's requirements seek consistency with the best commercial practices to the maximum extent practicable. As a courtesy, a Partnering Opportunity Vendor List is provided with this RFP. This vendor list is a result of vendor response to Request for Information (RFI) D14PS00038 Amendment One (1) survey indicating interest in a partnering opportunity under this Request for Proposals (RFP). Only those vendors who participated in the RFI survey and indicated their interest in a partnership and provided contact information are contained in this list. This list is provided as a courtesy to the RFP. The Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) will handle the solicitation, award, contract administration, and the payment of invoices. AQD provides contracting support to all Federal and DoD Agencies. Offerors are required to submit a technical proposal and a price proposal to Government officials for the purposes of assuring that the prospective Contractor has a complete understanding of the scope of this requirement and has the capability and capacity to provide all equipment and personnel as indicated in the Government's technical specifications and requirement documents contained in this solicitation.
