- Job Descriptions draft PWS The United States Small Business Administration (SBA), Office of Advocacy, has a requirement for non-personal services to expand the Office of Advocacy's access to economic data, technical expertise and knowledge (such as environmental engineering) to analyze the impact of individual regulatory proposals on small entities. This requires understanding of specific industries, the ability to rapidly accumulate industry-specific data, and the capacity to analyze this data within a fixed time period. Most importantly, the selected Contractor shall assist the Office of Advocacy by identifying regulatory alternatives, as well as data and methodologies to evaluate the costs and benefits of the agency's regulatory proposal and less costly alternatives. The Regulatory Flexibility Act (RFA), as amended by the Small Business Regulatory Enforcement Fairness Act of 1996 (SBREFA), requires federal agencies to consider the economic impact for their proposed rules on small entities. If the impact, be it positive or negative, is significant, the agencies are then required to prepare a regulatory flexibility analysis, which includes consideration of alternatives that are either less burdensome or more beneficial to the affected small entities. Solicitation number SBAHQ-14-R-0010 will be issued as a Request for Proposal (RFP) for non-personal services and the draft PWS and job descriptions are attached for review. SBA intends to issue this solicitation under NAICS code 541690 - Other Scientific and Technical Consulting Services, as a total small business set-aside. The current size standard for this NAICS code is $14.0. SBA intends for this solicitation to result in a single award IDIQ. It is anticipated that the resulting contract will be firm fixed price (FFP) with a base year of twelve (12) months and four (4) one-year option periods. Anticipated release of solicitation is on or about 16 May 2014. This pre-solicitation notice shall not be considered as an invitation for bid, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or changes by the Government will arise as a result of contractor submissions of responses to this announcement or the Government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All eligible businesses are requested to submit a statement of interest in response to this pre-solicitation notice. Please include in your response a current DUNS, socio-economic status(es) and specific disciplines from the scope that your company is capable of fulfilling. Please provide any other information that you feel would be pertinent to the Government's acquisition strategy.
