Description
The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Cell Biology (LCB), Collaborative Protein Technology Resource (CPTR) plans to procure on a sole source basis for an upgrade of two government owned Peggy systems, s/n SW-0040 AND SW-0049 to Peggy Sue with ProteinSimple 3040 Oakmead Village Drive, Santa Clara, CA 95051. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19M. Period of performance is for six (6) months of Platinum Field Support for Peggy SN SW-0040. It has been determined that there is no opportunity to acquire green products or services under this contract. The Collaborative Protein Technology Resource is a core facility which provides cutting-edge proteomic services to the CCR and NIH community. CPTR is in need of upgrading two of the Peggy systems to Peggy Sue (ProteinSimple). The Peggy systems are currently being used for basic and translational research studies and are used for drug target evaluation, biomarker analysis and evaluating cell signaling pathways. A key benefit of the Peggy Sue is it's sensitivity, it uses only ~8 ng of sample, for analyzing up to 16 targets, and is significantly more sensitive than NCI's current Peggy. NCI currently has over 10 projects, including clinical studies, which would greatly benefit from the added sensitivity needed for analyzing targets with low signal or samples with limited quantities. The Peggy Sue technology is patented by ProteinSimple. ProteinSimple is the sole source manufacturer/distributer of Peggy Sue and for these reasons they are the only vendor that can offer this upgrade. Contractor shall provide: 1) all labor, material and equipment to upgrade two (2) Peggy systems (ProteinSimple) SN SW-0040 and SW-0049 to Peggy Sue; 2) the purchase price shall include onsite training, installation kits and training kits for both size and charge assays; 3) six (6) months of Platinum Field Support for Peggy SN SW-0040 shall be included in the purchase price and all maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. EMERGENCY SERVICE: Emergency repair service shall be provided on an unlimited basis during the term of this contract at no additional cost to the Government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding ProteinSimple and Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. REPLACEMENT PARTS: The contractor shall furnish all required replacement parts at no additional cost to the Government. Parts shall be new or remanufactured to original equipment specifications. SOFTWARE UPDATES/SERVICE: In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on May 16, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification on Sam.gov, www.sam.gov. No collect calls will be accepted.
