Description
The contactor shall provide office engineering support to the APG Area Office with provision that specific work requirements may be increased, decreased, or revised at the discretion of the Contracting Officer (KO). 1. Information Technology: The contractor shall utilize the Corps' Resident Management System (RMS) and Microsoft Office software suite as required for the execution of this task order. 2. Review contract submittals pertaining to Section 013201, Project Schedule, to assure that they conform to the specification requirements, recommending government approval of those which are satisfactory, and providing clear and concise comments in writing to the government for those submittals which are disapproved. All submittals will be reviewed and retuned within14 calendar days after date of receipt unless otherwise specified. The contractor shall direct all project communications to the USACE and the AOC. Contractor shall not communicate directly to other contractors. Each of the following schedule submissions includes a narrative Report (Paragraph 3.5.2) and Schedule report (Paragraph 3.5.4) submittal. 3. Subject personnel will assist in administering construction contract modifications, i.e. assisting in scope development, recommendations on estimating costs, times, and impacts, assist in developing prenegotiation positions, assist in conducting negotiations and preparing negotiations related documents; review claims and associated documents. 4. Subject personnel will assist in administering construction contract payments and closeout of contracts. 5. Contract Administration: No authority is given to change the terms or conditions of the assigned construction contracts. All changes shall be authorized in writing by the Contracting Officer's Representative. Any changes indentified during the execution of the construction contracts shall be documented on government provided form. A detailed scope of work, necessity for the change, pertinent correspondence and a rough order of magnitude estimate shall be provided for each change. If a Notice to Proceed is required, it shall be identified on the form. The government shall negotiate and prepare all required contract modifications. A simplified change/modification register shall be maintained for each project. However, authority is given to enforce the contract requirements. Any required letter to the contractor shall be electronically prepared and forwarded to the Administrative Contacting Officer/Contracting Officer's Representative for execution and signature. Administrative submittals identified in the General Conditions of the contract shall be reviewed within 7 calendar days of receipt with the recommended action and comments transmitted to the Contracting Officer's Representative. All technical submittals shall be immediately forwarded to the Contracting Officer's Representative for action by the Government. A submittal register shall be maintained and updated for each project. All contractor payment requests shall be reviewed and forwarded with the recommended action within three work days to the Contracting Officer's Representative. Each contractor payment request shall be accompanied by an updated progress schedule. The updated schedule shall be reviewed and commented upon, if required. A log of Requests for Information (RFI) shall be reviewed and acted upon within 24 hours of receipt. The action may be to forward it to the designer of record for response, or, to answer it directly if the solution is patently clear with the contract documents. All amendments shall be posted onto the contract drawing and specifications. Further definition of these requirements can be found in Engineering Publications 415-1-260. All work shall be performed under the direction of the designated Contracting Officer's Representative. The Area Engineer may be appointed as the Contracting Officer's Representative for this Contract.
