- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing a Confocal Raman Imaging Microscope System alpha300 R, with highest sensitivity for 532 nm excitation wavelength, High Throughput Configuration. This RAMAN imaging system allows a very unique alternative approach to imaging small samples and surfaces which can be used in problem solving in a wide range of possible applications. The instrument will be managed as a shared resource available to NIDDK IRP scientists and, as resources permit, to other NIH and Federal scientists. Microscope based RAMAN imaging platforms are manufactured by a number of vendors. The great majority of systems sold are used in quality control involving subject materials which are very stable. For many of these systems biological applications are possible but are not the use for which the system's design has been optimized. In terms of engineering features known to objectively improve outcome of biological samples (where light exposure has a mounting adverse effect on sample quality) and in terms of the number of important descriptions available from the scientific community (publications, posters etc.) the system from WiTec clearly dominates in biological applications. Since the instrument is being acquired for broad use extant published accounts of technical applications of a particular instrument type represent the lowest risk approach to vetting and prioritizing experimental designs. • Raman Spectral Imaging: acquisition of complete Raman spectra at every pixel (mapping) • acquisition of Raman spectra at selected areas (micro-Raman) • 3D confocal Raman imaging • confocal microscopy in reflection • confocal fluorescence imaging • optical resolution: diffraction limited lateral typ. 250 nm @ 532 nm excitation wavelength (with objective NA 1.4) • sample size: max. 120 mm in x- and y-direction, 25 mm in height (for samples with larger height an adapter can be used) • wavelength range VIS, others optional, typ. detection from < 95 - ca. 4000 wavenumbers @ 532 nm excitation wavelength The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516 with a size standard of 500. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis by 11:00 A.M. (local time at designated location) on May 9, 2014. Responses by FAX or E-MAIL WILL NOT BE ACCEPTED.
