- Description
- The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a custom order to construct a series of recombinant protein expressing CHO cell lines. The lab currently studies the structure and function of BST2. This research requires large quantity (20 mg or more) of recombinant BST2 proteins for crystallizations and functional studies services from GeneCopoeia on a sole source bases under solicitation number NIAID-NOI-14D-1677554. Changing vendors at this time could be detrimental to the results of the experiments. NIAID has been using recombinant protein expressing CHO cell lines services from GeneCopoeia for our cell line production for more than one (1) year, and the customer will provide the following services: (1) BST2-pGS plasmid and DNA sequence, (2) Results of BST2-pGS transient expression results in CHO-lec 3.2.8 cells, and (3) BST2 ELISA protocol: capture antibody and detection antibody, Cat No. of BST2, standard. If no BST2 standard information provided, we will only do ELISA without standard and compare the relative expression levels among the stable clones. Therefore we must maintain these reagent standards to insure experimental results are not influenced by other variables. Any other source of services will require extensive testing and delay our production of materials for vaccine development and trials. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source available, and requirement needed to continue on-going experiment; change in supplies disruptive to experiments. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73, dated April 29, 2014. The associated North American Industry Classification System (NAICS) Code is 541711, which has a size standard of 500 in number of employees. All responsible sources who feel they can meet these requirements shall submit an offer that will be considered by the Agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Offers must be submitted no later than 5:00 P.M. Eastern Standard Time Thursday, May 15, 2014 through the U.S. Postal Service at the address of NIH/NIAID/AMOB, 10401 Fernwood Road, Room 2NE52B, MSC 4811, Bethesda, MD, 20892-4811. Email and fax submissions are acceptable. Point of contact concerning this requirement is Clinton Scott to be reached at and 301-496-2607, or email at scottcl@nih.gov. Collect calls will not be accepted.
