- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 611430. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below. The Fort Gordon Cyber School of Excellence requires a contract for providing Communications Planner training to support the operations to all MILSTAR and AEHF capable terminals. The focus of the training course is on the operation, planning, and controlling of communications services of the MILSTAR and AEHF satellite systems. Contractor must be able to conduct the AEHF Communications Planner's course by maintaining the training material and inserting and revising upgrades to the material or presentations as required. Provides key systems engineering in the development of the complex AEHF system; Develop and conduct engineering level courses for the AEHF Development and Operational community and provide those materials and expertise through reach back to instructors at Fort Gordon. Support the AEHF Program office, advising the government on and monitoring the development of the system. Provide training material and comply with the standards of the TRADOC Systems Approach to Training (SAT) and all updated training materials either have been or will be entered into the Training Development Capability (TDC) database. The contractor shall develop, review and revise all course materials to ensure the materials correctly represent the most current version of the AN/PYQ-14 software and meet the needs of the field as required throughout the term of the contract. This will include installing and updating software installed on the AN/PYQ-14, and may require coordination and occasional collaborative work with other government agencies and contractors. Must have extensive experience in satellite and terrestrial communications technology in the DoD. Must be able to develop or modify all of the course material for the current AEHF Communications Planning System course which has evolved as the planning tool software. The current increment of software is Increment 5. The AEHF Planning Tool development includes Increment 7 which is being tested and will be the version used in the MOT&E scheduled for late 2014. Contractor must be able to assist with the Increment 7 testing and in developing the Army Technical Manual TM 11-7021-235-13&P. This is the operator manual for the AEHF Tactical Mission Planning Sub-System (TMPSS) which is the system taught in the course. Must be able to perform system maintenance. Potential offerors having the ability to provide the product described are invited to provide a statement via e-mail. The statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Ability to provide the product. Responses are due no later than 0800 EST, Monday, 5 May 2014, and shall be electronically submitted to Tara L. McAdoo at tara.l.mcadoo.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. THE SERVICE IS REQUIRED TO START ON16 JUNE 2014.
