Description
The Bighorn National Forest intends to issue a Request For Proposal (RFP), to award a single firm fixed price contract to conduct roadway excavation/obliteration, removal of structures and obstructions, aggregate base, corrugated metal pipes, black water holding tank, furnishing and placement of topsoil, seeding, signage. Install road closure gates; construct camping spurs, reconstruction of parking lot, use area pads, tent pads, retaining walls, steps, installation of camp site furnishings. Drilling for 6" well casing and well abandonment. The contractor shall provide any and all labor, equipment, supplies, services, permits, supervision, workman's compensation, unemployment, and transportation to accomplish this work. The magnitude of this construction project is estimated between $250,000 and $500,000. The anticipated North American Industry Classification (NAICS) code is 237310 Highway, Street, and Bridge Construction, with a size standard of $33.5 million Performance and payment bonds will be required following award pursuant to the Miller. A Pre-Proposal visit date will be included in the solicitation. The procurement 100% set-aside for Small Business. The required construction completion date is approximately 150 days commencing the day a notice to proceed is issued. The tentative solicitation release date is within 15 days after posting of this notice in FedBizOpps. To ensure that you receive all information regarding this solicitation, be sure to register to receive updates at www.fedbizopps.gov. It is anticipated that the solicitation (RFP) will be issued on or about May 15, 2014, with proposals due on or about June 16, 2014. The solicitation (specifications, clauses and provisions, and forms) will only be available electronically on the FedBizOpps website. Potential bidders must register with FedBizOpps in order to have access to the solicitation material. Offerors submitting a Request For Proposal are required by the FAR to use the System for Acquisition Management (SAM) (www.sam.gov). SAM is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR required representations and certifications previously found in Solicitations. With SAM, vendors now have the ability to enter and maintain their representation and certification information. Vendors will need to review and/or update the SAM record when changes are necessary; annually to maintain an active status.
