- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR RESEARCH, COMMITTEE FACILITATION AND PARTICIPATION AND RESEARCH MANUCSCRIPT AUTHORING AND EDITING. The NAICS Code is 541990. The small business size standard is $14M. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: The Contractor will provide expert consultation to VA Healthcare System Research and Development in Primary Care (HSR&D COIN) Center investigators on the project entitled "Evaluating Collaborative Care Using a Stepped Design and National Electronic Data" (Stepped Wedge: Principal Investigator Melissa M. Farmer, PhD) in three tasks. The Contractor will serve as a subject matter expert and co-leader of the organizational workgroup. The Contractor will participate in the organizational measures work group including review of project files from prior projects (Translating Initiatives in Depression into Effective Solutions (TIDES) and it's follow on, Re-TIDES) to compile data to be used as contextual data in the evaluation. The Contractor will participate in a minimum of six meetings for the organizational measures work group. In addition, the Contractor will serve as an Expert Panel/Advisory Board member for the entire project, including participation in a minimum of four two-hour calls and a full day Expert Panel meeting. Lastly, the Contractor will participate in the manuscript writing and editing on three manuscripts related to the findings (one on depression and mental health integration, one on the Expert Panel results and one on the evaluation of TIDES/ReTIDES). The Contractor's unique qualifications are as follows: Dr. Chaney's expertise, background and history as the Co-Principal Investigator (Co-PI) on the TIDES/ReTIDEs projects uniquely qualifies him to provide the specific services needed for this project. This project is an evaluation of the use of collaborative care for depression within the VA across a ten-year period. The regional roll-out of the collaborative care model for depression within the VA was part of a series of quality improvement research projects at the VA called TIDES and ReTIDES. The current project is an evaluation of the VA HSR&D TIDES and Re-TIDEs roll-out. The tasks outlined in this request, require expertise not only in the models of collaborative care for depression, but specific historical knowledge of the TIDES and ReTIDES projects. As the Co-PI of the TIDES and Re-TIDES projects, Dr. Chaney's historical knowledge is critical for data collection and implementation. In addition, he possesses familiarity of the contextual factors that influenced the regional roll-out. As the Co-PI of the project being evaluated, Dr. Chaney is the only person who can provide the expertise needed for this project. Dr. Chaney is a recognized expert in depression care delivery and research with over 30 years of clinical and research experience at the VA Puget Sound Healthcare System. He is a retired VA investigator, Associate Professor Emeritus of Psychiatry & Behavioral Sciences at the University of Washington, and has extensive experience in studying and participating in the implementation of mental health collaborative care in primary care. Dr. Chaney has expertly performed these same services in the past for VAGLA. The nature of the work that Dr. Chaney will perform will not involve any management decisions or policy decisions for either the HSR&D COIN or the VA Greater Los Angeles Healthcare System. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work by 3:00PM PST on May 5, 2014will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Quotation for Stepped Wedge-DC".
