- Description
- The Naval Air Warfare Center Weapons Division (NAWCWPNS) intends to procure printed circuit boards (PCBs)/antenna boards for the AIM-9X Test Program. Joint Certification Program (JCP) certification is required and shall be provided to receive the data files. The contract will be firm-fixed price. This procurement will be awarded as a commercial item in accordance with FAR 13.5 procedures. The contract will be awarded on a competitive basis as a 100% small business set aside (NAICS Code 334412, Number of Employees: 500). Quantity: 200 pieces of each of the following five part numbers: 13-52J1871 REV I, 13-52J1872 REV H, 13-52J1873 REV F, 13-52J1874 REV K, 13-52J1875 REV J. Delivery: The contractor shall deliver according to the following schedule: Lot 12 (80 pieces total) - First 40 pieces due no more than 4 weeks after contract award (early delivery is encouraged for the first delivery), with the remaining 40 pieces due 4 weeks after the first delivery. Lot 13 (120 pieces total): First 40 pieces due 4 weeks after the second delivery of Lot 12, with subsequent deliveries of 40 pieces every 4 weeks thereafter. Requirements: Data Files. The contractor shall use Government-provided Gerber files, drill files, and drawings, which will be provided via electronic mail, modem (direct dial-up phone line), File Transfer Protocol (FTP), or a CD/DVD via overnight delivery, and the contractor shall be capable of accepting the files. Manufacturing. The contractor shall have the capability to produce PCBs in accordance with IPC-6011, IPC-6012, IPC-6013, and IPC-4101. The contractor shall have the capability to control and verify impedance on all PCBs. The contractor shall be able to supply boards with both conductive and non-conductive epoxy hole fill on holes as small as 10 mils. Markings shall include permanent sequential serial numbers. The contractor shall have solder mask and silkscreen capabilities. Antenna boards. The contractor shall provide antenna boards using specific and potentially obscure Rogers copper clad duroid materials. Material substitutions are not allowed. Quality Program. The contractor shall have quality control processes in place to maintain product quality. Although not required for every board, the contractor shall maintain a MIL-PRF-31032 quality program. One hundred percent (100%) of all boards shall be checked by an IPC-A-600 Certified Quality Assurance Inspector. The contractor shall provide IPC Class 3 products. The following Certifications, at a minimum, shall be delivered with the order: 1) PCB Lot Certification of Conformance, 2) Final Test Inspection Report, and 3) Manufacturer's Material Test Report. Electrical inspection is not required for these boards due to the simplicity of the design. Visual inspection will be sufficient. Contractor/Subcontractor Certifications. International Traffic in Arms Regulations (ITAR) Certification is required. Joint Certification Program (JCP) certification is required. IPC-A-600 certification is required. Underwriters Laboratory (UL) certification is required. AS-9100 certification is desired, but not required. Administrative. The anticipated award date is 29 June 2014.
