Description
52.212-5 Clause 52.212-3 Clause Solicitation This is a Combined Synopsis/Solicitation is for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluations and Solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. The Government contemplates a Firm-Fixed Price Purchase Order resulting from this solicitation. The Food and Drug Administration's Office of Regulatory Affairs has a requirement for the purchase of, five gas chromatography-mass spectrometry (GC-MS) instruments for use in Food Emergency Response Network (FERN) chemistry Cooperative Agreement Program (cCAP) laboratories. The new instrument will allow for simultaneous full scan and single ion monitoring (SIM), a functionality the older instrumentation do not possess. Additionally, the new instrument specified possesses faster electronics, faster GC oven, and an extensive pesticide library with deconvolution software, allowing it to scan for over 900 pesticides in less than 20 minutes. FERN's current instrumentation requires almost 3 hours for a similar scan. This technology will increase our screening capability to over 1000 compounds with minimal extra effort. Additional analytes such as CT toxins are easily added to the library. Using the GC/MS in the full scan mode will provide chemical residue coverage that is extremely versatile, fast, and sensitive. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Its associated Small Business Size Standard is 500 employees. This procurement is set aside for small business. Vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. You may register by going to www.sam.gov.
