- PWS M6890914Q7645 AVTB HTR Dive Support This is a Combined Synopsis and Solicitation for commercial services prepared In Accordance With (IAW) the format in the Federal Acquisition Regulation (FAR) Parts 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, FAR Part 13 Simplified Acquisition Procedures, and SubPart 19.14 Service-Disabled Veteran-Owned (SDVOSB) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M6890914Q7645 is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular through 2005-72 and Defense Federal Acquisition Regulations Supplement Change Notice 20140428. This is a Service-Disabled, Veteran-Owned Small Business total set-aside (FAR 52.219-27) procurement on a Firm-Fixed-Price, (FFP) basis. The primary NAICS is 488310 with a Size Standard of $25.5 million. The procurement is for non-personal, contractor provided top-level dive team assistance as needed to support the wide range of technical and safety responsibilities to the Dive Support for the Hydrodynamic Test Rig (HTR) New Operator Training and Sustainment Operations and Sustainment Training. Divers are paid on a "wet-pay" or "dry-pay" basis. The determination as to whether a diver or divers have a need to enter into the water rests with the on-site Government Test Director, or his/her designated representative, except in those cases where an emergency situation occurs that such approval cannot be received in time to prevent the loss of life or equipment. The Place of Performance is the Amphibious Vehicle Test Branch and open ocean waters off the coast of Marine Corps Base, Camp Pendleton, CA. Please see the attached Performance Work Statement (PWS) for further information. The Period Of Performance (POP) is as follows: 12 to 16 May 2014, 17 to 20 June 2014, 15 to 18 July, 19 to 22 Aug 2014, 16 to 19 Sept 2014 The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-3, 52.222-19, 52.222-21 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13, 52.232-33,52.222-4, 52.222-42 and 52.211-6 and DFARS 252.232-7006. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The Government will award a contract based on Best Value resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Understanding and Approach; (ii) Past Performance; (iii) Price.
