Description
REQUEST FOR INFORMATION HSCG38-14-S-010015 INVERTER OPTIONS FOR HC-144A AIRCRAFT APS-143 RADAR Background The U.S. Coast Guard (USCG) currently operates 17 HC-144A aircraft. The HC-144A is manufactured by Airbus Military (formerly EADS CASA) based in Seville, Spain. The base CASA CN-235M aircraft provides the foundation for the HC-144A. Changes to the base aircraft configuration and the addition of supplementary systems have been combined resulting in a CG01 version of the CN-235M, the USCG HC-144A Maritime Patrol Aircraft. Present Coast Guard plans call for the operation of 18 HC-144A aircraft. The aircraft is equipped with a Telephonics APS-143C 3-Phase radar. The radar is currently powered by 3 single phase inverters (Manufacturer: Avionics Instruments Inc., Part #: 1-002-0102-1025). Synopsis This is not a solicitation announcement. This is a request for information (RFI) only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this RFI is to gain knowledge of potential inverter options for the HC-144A APS-143 radar. Objective USCG requests information from sources to provide technical, cost, and performance data for a suitable 3-Phase aerospace grade inverter. The proposed inverter shall be available by a commercial source and be sustainable for the next 15 years. To meet the AC power requirements of the Telephonics APS-143C radar system; the inverter needs to accept 28VDC as input and invert it to 115V, 400 Hz, 3-phase AC, with at least 2.5 kVA apparent power. The information obtained will be used to determine the benefits of replacing the current power source for the APS 143C radar. Responders should provide the following: Technical data, to include input/output Efficiency Operating parameters Size and weight Method of securing Mean Time Before Failure data Cost Availability Sustainability requirements Responders are solely responsible for all expenses associated with this RFI. All information received in response to this announcement will be kept confidential and will not be returned. Additionally, the Aviation Logistics Center (ALC) Medium Range Surveillance (MRS) Product Line encourages potential respondents to give presentations, provide their solutions, or gather feedback at our facility. Replies Responses to this RFI shall be emailed to CWO Kevin Musorofiti, MRS Division at Kevin.Musorofiti@uscg.mil. Telephone responses will not be accepted. Responses must be received no later than July 11, 2014, 4:00pm Eastern.
