Description
ECARS Capabilities Table This Notice for Sources Sought is issued to identify sources for Commercial-Off-the-Shelf (COTS) solutions for the Department of Commerce's Environmental Compliance Assessment and Reporting System (ECARS) in accordance with FAR Part 10, Market Research. This notice is solely for the purpose of conducting market research. This notice is NOT a solicitation, request for proposals, request for quotation or an invitation for bids. This notice does not constitute a commitment by the United States Government. All responses to this notice shall be considered information only and will not be binding. Contractors responding to this request will not be obligated to provide the services described herein and it is understood by the United States Government that any costs estimates provided as a result of this request are for informational purposes only. All information submitted in response to this announcement is voluntary. The United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. This notice is for an existing COTS solution to meet the Department of Commerce's (DOC or Department) ECARS requirements. The Office of Sustainable Energy and Environmental Programs (OSEEP), is neither seeking nor are responses desired for a unique ECARS software solution developed and coded specifically for the Department of Commerce ECARS needs. OSEEP seeks an existing COTS software solution or software as a service (SAAS) solution with vendors that have a proven, existing client base for their environmental compliance assessment and reporting tasks. The Department’s goal is to achieve and maintain 100% compliance and conformance with Federal, State, and local statutes, laws, regulations and ordinances, federal executive orders, and other federal administration mandates, that pertain to the environment, energy, and sustainability; thereby supporting the Department’s mission to help make American businesses more innovative at home and more competitive abroad. To meet the 100% compliance objective, ECARS shall provide DOC with access to a Commercial-Off-The-Shelf (COTS) assessment tool that enables non-environmental and environmental professionals to self-assess their facilities in accordance with these laws, statutes, regulations, and ordinances. The COTS solution shall be a robust, configurable, and comprehensive web-based application. Additionally the government is also requiring support services for acquisition and maintenance of the regulatory protocols, helpdesk services, backup services, front-end interface, and training of new users. Additional details of desired qualities for ECARS are included as an attachment to this notice. This notice is designed to identify vendors that have the capability to provide environmental compliance/consulting services as well as to determine if commercial industry can fully provide all of ECARS services. Responses are desired from any vendors that can provide any or all of the desired features listed in the attachment. Responses to this notice will assist in validating/comparing ECARS desired capabilities with actual COTS industry capabilities, as well as to ensure competition is aggressively pursued in any future ECARS procurement. Procedures for Responding: Responses to this RFI are due via email to GFalzetta@doc.gov and fjohnston@doc.gov NOT LATER THAN Friday, May 9, 2014 at 6 PM. Provide all responses in Microsoft Office Suite formats (Word, Excel, PPT, Publisher, etc.) or Adobe's pdf file. Respondents may submit multiple solutions and approaches, however, they must be submitted in a manner that reflects a distinct separation from each other. As this is a market survey, any questions in regard to this notice shall not be addressed. FIPS 199 Compliance Statement All responses shall indicate if submitted ECARS solutions are FIPS 199 compliant. If not currently FIPS 199 compliant, but are seeking FIPS 199 compliance, indicate when you expect/anticipate to be FIPS 199 compliant. If not currently FIPS 199 compliant and are not seeking to be FIPS 199 compliant at any time in the future, state as such.
