- The USGS has a requirement for a firm-fixed price purchase order the Global Spatial Data Infrastructure (GSDI) Association, to support and maintain the Federal Geographic Data Committee (FGDC) to continue to be included in strategic planning of global geospatial initiatives, international efforts that support interoperability, standards and data sharing, and communicating and learning from other members. Period of Performance will be as follows: Base: 06/01/2014 to 05/31/2015 Option Year One: 06/01/2015 to 05/31/2016 Option Year Two: 06/01/2016 to 05/31/2017 Option Year Three: 06/01/2017 to 05/31/2018 Option Year Four: 06/01/2018 to 05/31/2019 The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the GSDI Association, unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Andres Castro via email at acastro@usgs.gov no later than 12:00 PM EDT, Wednesday, May 7, 2014 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. Organizational membership renewal is sought with the GSDI Association as they represent a unique global organization. The GSDI Association is the only known organization that aligns itself with advancing GSDI in the global community. The GSDI Association has an established global network of regional SDI committees: Permanent Committee for Geographic Information Systems in the Asia and Pacific, Permanent Committee for Geographic Information in the Americas, Committee on Data Implementation in Africa, and the European Umbrella Organization for Geographic Information. This network is uniquely positioned to support successful GSDI advancement required by OMB Circular A-16. The membership service needed by this executive agency (USGS) is available from only this responsible source and no other type of property or services will satisfy the needs of the executive agency. The FGDC Secretariat is responsible for implementing the Office of Management and Budget (OMB) Circular A-16 and related activities. This responsibility is focused on building the NSDI domestically but, includes building SDIs globally. More specifically, OMB Circular A-16 states: The NSDI supports and advances the building of a Global Spatial Data Infrastructure The GSDI Association directly advances this global mission of the FGDC. The benefit of thinking globally about SDI matters motivated the DOI and USGS to convene meetings with the international community, which led to the formation of the GSDI Association. The USGS international SDI coordination role and responsibilities would suffer if it could not continue its membership in this important association that it helped create.
