THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources to provide technical support and consulting services to support and extend the SAA implementation of HP AssetManager and HP ServiceManager. All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice (Notice) is not a request for proposal and in no way obligates the Senate to an award of a contract. This sources sought synopsis contains the currently available information. BACKGROUND: The SAA relies on highly configured implementations of HP ServiceManager to support its helpdesk and change management operations and of HP AssetManager to support its asset management, inventory management, and work request management operations. The SAA is currently using ServiceManager version 9.3 and AssetManager version 9.3. Both applications are implemented on Windows 2008 servers accessing an Oracle 11g database housed on a Sun server running Solaris 10. A separate database administration organization manages the Oracle database; which is not a part of the support required. REQUIREMENTS: The Vendor shall have: 1. Demonstrated corporate experience providing technical support and consulting services for both HP AssetManager and HP ServiceManager, such support and services to include: •a. implementing product upgrades; •b. developing new functionality using the OOB development tools provided by each product; •c. integrating these products with other SAA applications to provide unified enterprise-wide applications; and •d. providing customer training, documentation, and on-going support in using the system and its configurations and customizations. 2. A demonstrated ability to provide high-quality staff with experience in AssetManager and ServiceManager. INSTRUCTIONS In responding to this Notice, the vendor shall provide a narrative summary for a minimum of three (3) different engagements for each requirement above. Your response to each requirement must include: 1) paragraph numbering identifiable to requirements listed above; and 2) description of capabilities. In addition, the vendor shall include in their submission: •a) organizational information including its Dun and Bradstreet number and point of contact with telephone, fax and e-mail address; and •b) Past Performance - Provide three past performance references relevant to the Requirements above along with complete and current contact information (customer name, project name/contract number, address, contact name, phone number and email); the Senate will check references as necessary to evaluate past performance. After receipt and review of the responses to this Notice, the SAA intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the third quarter of Fiscal Year 2014. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. Responses to this Notice are due to the POC no later than June 4, 2014, at Noon EDT and shall be submitted electronically via email only to the POC at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: SSN 2014-S-046. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. The page limitation excludes the cover page and index page. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL.
